Channel Islands Beach sits at roughly 6.6 feet of elevation on 0.42 square miles of land, with a further 0.22 square miles of the census place being open water. Its 1,905 housing units stand on lots that were drawn onto sand dunes in 1924, 1925 and 1926.

Three neighborhoods make up this census-designated place: Hollywood Beach, recorded in 1924, Silver Strand in 1925 and Hollywood by the Sea in 1926. The dunes had been used for movie filming, so the lots were sold on the Hollywood name. Buildout came much later, mostly as post-war single-family houses, and Channel Islands Harbor was cut through the dunes and wetlands from 1960, opening in 1965 and displacing much of Hollywood by the Sea in the process.

These houses are layers, not vintages
Almost nothing here has been left alone since it was built. Small beach cottages from the 1940s through the 1970s have been added to, raised, re-roofed and refloored repeatedly, so a single house routinely carries materials from four decades stacked on top of one another. Original resilient flooring survives under two or three later floors. Textured treatments went on over older plaster. An addition built in 1968 meets an addition built in 1985 at a wall that was the exterior of both.
That layering is what makes vintage-based guessing useless on this strip. Asbestos was in general construction use until about 1990, so the question is never simply how old the house is. It is which of the layers you are about to disturb, and what each of them is made of. We sample by assembly and by layer, which is why sample counts here often run higher than on a tract house of comparable size.
Nearly a third of the units were empty on census day
Of the 1,905 housing units counted in 2020, 69.9 percent were occupied. Roughly three in ten were vacant or seasonal, which is the ordinary pattern for a second-home and vacation-rental beach community. Among occupied units the split was about 56 percent owner to 44 percent renter, and the median age of residents was 51.8. Population has been drifting down, from 3,103 in 2010 to 2,870 in 2020.
Vacancy changes the moisture picture. A house shut up for six weeks has no one opening a window, running a bathroom fan or noticing a slow supply-line drip under a cabinet. Marine air keeps the interior humid, the assembly never dries, and the growth is well established by the time somebody arrives for a long weekend. On the rental side the pressure runs the other way: fast turnover means frequent make-ready painting and patching on surfaces that predate the 1978 lead paint ban.
Salt and sand set the replacement cycle
Constant salt spray, blown sand and a high ultraviolet load make exterior coatings fail faster here than almost anywhere inland in Ventura County. Pre-1978 paint on siding, trim, eaves, railings and window sashes chalks, blisters and flakes, and the chips end up in sandy yards, on decks and on walkways where they get carried indoors on feet and towels. Sandy soil around older foundations is worth testing on its own, not just the painted surface above it.
The same conditions shorten the life of roofs, siding and ductwork, so those components get replaced far more often than they would a few miles from the water. Cement-asbestos siding and roofing and transite duct are common in this vintage, and replacing them is a disturbance event rather than a maintenance event. Corroded flashings, fasteners and window hardware supply the small persistent leaks that feed concealed growth behind finishes that still look sound.
A strip of sand between an ocean and a harbor
The community is about 1.3 miles long, packed at roughly 6,791 people per square mile, with the Pacific on one side and Channel Islands Harbor and the Port of Hueneme entrance on the other. Groundwater beneath the coastal edge of the Oxnard Plain sits only slightly above sea level, so soil moisture under these houses answers to the tide rather than to the last storm. Canal and harbor frontage puts standing water directly against the property line, and older cottages frequently sit on crawlspaces over damp sand.
Coastal flooding is a live hazard rather than a theoretical one. During the high surf event of late December 2023, streets in Ventura County beach communities took on several feet of water and Oxnard opened sandbag distribution at its corporate yard. Wind-driven rain pushes water past weep screeds, blowing sand packs into vents and screed gaps, and long north-facing walls stay shaded and damp for months. A house that has been through one of those events and was dried out by whoever was available is the single most common mold call we take on this strip.

The original 1950s or 1960s resilient flooring is usually still there, two layers down, along with its mastic. Textured ceilings, joint compound and cement-asbestos exterior products fill out the list. Anyone pulling up flooring in one of these cottages is opening a stack of unknown ages at once.

Exterior coatings on a beach house fail in seasons rather than decades. On pre-1978 stock that means lead-bearing chips and dust in the yard, on the deck and inside the door. Testing the soil and the dust matters as much as testing the siding here.
A house that has been closed for six weeks
Seasonal and second-home units sit unventilated in marine air, so a small leak has months to work before anyone sees it. We locate the wet material with meters and thermal imaging before sampling, which usually finds a good deal more of it than the visible stain suggested.
An odor nobody can place
Occupants report symptoms or a persistent smell and the building offers no obvious cause. Ventilation rate, how long the house sits closed, crawlspace condition and the state of the ductwork all shape the result, so we establish those before collecting anything.
The days when the wind turns around
Onshore flow normally keeps this strip on clean marine air. Santa Ana conditions reverse that and carry smoke from inland fires straight out over the beach, which is when soot lands on and inside buildings that were never near a flame front.
A teardown on a 1920s lot
Demolition on these small platted lots needs a survey before the permit and licensed removal before the machine arrives. We write the survey, review the contractor's plan, monitor containment and document clearance for the owner. We never bid the removal itself.
Regulatory
Which rules apply in Channel Islands Beach
Two authorities matter here and neither of them is a city. Channel Islands Beach is unincorporated, so building and demolition permits come from the Ventura County Resource Management Agency, Building and Safety Division, through its office in Ventura or the VC Citizen Access portal. Oxnard and Port Hueneme are next door but neither issues permits on this strip, and mail addressed to Oxnard does not change that.
Because the community sits inside the coastal zone, the Ventura County Local Coastal Program applies on top of the building permit, meaning the Coastal Area Plan and the Coastal Zoning Ordinance, and a coastal development permit may be required as well. On a teardown, an asbestos survey has to be in hand before demolition and licensed removal has to happen before the structure comes down.
For air quality, Ventura County APCD Rule 62.7 governs. South Coast AQMD Rule 1403 is a Los Angeles County rule and does not apply here. Rule 62.7 requires written notification to the district at least 10 working days before work starts once 100 or more square feet of asbestos containing material will be removed. Below that threshold there is no notification requirement.
The exemptions land hard in a community of detached houses. A residential building of four units or fewer is exempt from the 10 working day waiting period, though notification is still required before work begins, and an owner-occupant who performs the work personally in a single-unit dwelling is outside the rule entirely, with the district still recommending its emission control practices. Who do I notify before asbestos work, and who issues the permit?
The permit comes from Ventura County Building and Safety, not from Oxnard or Port Hueneme, and the coastal program may add a coastal development permit. Notification for asbestos goes to Ventura County APCD under Rule 62.7 once 100 or more square feet of asbestos containing material is being removed, at least 10 working days before work starts. I am buying a place here as a second home. What should I test for?
Test the layers and test the moisture. Layered flooring, ceiling treatments and exterior cement products carry the asbestos risk, and anything painted before 1978 carries the lead risk, which on a beach house means the exterior and the soil beneath it as much as the interior. Then look at what happens when nobody is there. Ask how the house is ventilated when it sits closed, whether there is a crawlspace over sand, and whether it has been through a flooding event. A house that was dried out quickly and reoccupied is worth a moisture survey before you own the problem.
The house took water in a storm and the drying company has already started.
Call before any wet material is cut out. Saturated flooring, ceiling texture and taping compound from this era release fibers the moment a saw or a pry bar goes into them, and once that happens the job changes category.
