Who we are
Most companies that test for asbestos, lead or mold also sell the cleanup. Enviro-Chem Consulting Group does not. We collect the samples, send them to an accredited laboratory, and hand you a report that stands on its own.
That distinction matters most when money is on the line. Contractors need a defensible survey before demolition starts. Property managers and HOA boards need documentation that will hold up with owners, insurers and counsel. Homeowners need a straight answer about whether the thing in the attic is a problem.
Ventura County is where we work most: Oxnard, Ventura, Camarillo, Simi Valley, Thousand Oaks and every community in between. Projects range from a single popcorn ceiling in Ojai to refinery scaffolding on the Oxnard Plain. We take Los Angeles County work too, mostly across the line in the Conejo and West Valley.

Where we work
Ventura County is home base. We cover all ten incorporated cities and the unincorporated communities between them, from the Oxnard Plain to the Ojai Valley to the Simi Hills. The office is in Thousand Oaks, so Conejo Valley calls are usually same-day.
That matters for more than drive time. Ventura County projects fall under the Ventura County Air Pollution Control District and its asbestos demolition and renovation rule. Cross into Los Angeles County and you are under SCAQMD Rule 1403 instead, with different notification requirements. Thousand Oaks sits right on that line, so the rules can change across the street.

A survey is generally required before demolition or renovation that could disturb building materials, regardless of the building's age. In Ventura County that requirement runs through the Ventura County Air Pollution Control District. Cross into Los Angeles County and it runs through SCAQMD Rule 1403 instead. Contractors are also required under Cal/OSHA rules to determine whether materials contain asbestos before disturbing them. If your building predates 1990, assume sampling is needed until analysis says otherwise.
The usual suspects are acoustic (popcorn) ceiling texture, drywall joint compound, plaster, vinyl floor tile and sheet flooring, flooring mastics and adhesives, roofing materials, cement board and siding, fireproofing, and thermal system insulation on pipes and boilers. Asbestos cannot be identified by looking at it, which is why laboratory analysis is the only reliable answer.
Rule 1403 is the South Coast Air Quality Management District regulation governing asbestos emissions during demolition and renovation. It requires a survey by a qualified person before work begins, advance notification to the district, and specific work practices when asbestos-containing material is present. It applies across Los Angeles County and the wider South Coast air basin. Ventura County projects fall under a separate local air district instead.
Clearance testing verifies that a work area is suitable for re-occupancy after abatement. It typically includes a visual inspection of the containment area followed by air sampling and analysis. Clearance should be performed by an independent party rather than the abatement contractor, which is exactly why we do not bid remediation work.
Lead-based paint was banned for residential use in 1978, so any home built before then may contain it. Disturbing that paint during renovation releases lead dust, which is most dangerous to children under six and to pregnant women. Federal RRP rules require certified work practices in pre-1978 housing and child-occupied facilities, and testing establishes whether those rules apply to your project.
There is no state permissible exposure limit for mold and no state licensing requirement for mold testing. Work is instead performed against recognized industry standards. That gap is precisely why independence matters: with no bright-line regulatory number, the credibility of the assessment rests on who performed it and whether they had anything to gain from the finding.
Post-remediation verification, or PRV, confirms that mold remediation actually worked. It generally combines a visual inspection for remaining growth and moisture, moisture readings on affected materials, and air or surface sampling compared against an outdoor control. Passing PRV is what lets a property be released back to occupants.
Frequently, yes. After a water loss, fire or mold claim, carriers commonly want independent documentation of what was affected and how far it spread, both before remediation is approved and after it is completed. An independent report carries more weight with an adjuster than one produced by the company doing the cleanup.
