44,092 Torrance housing units, 74.4 percent of the whole city, were built between 1950 and 1979. That is the peak of the asbestos sheet goods era, so the exposure here sits in ordinary tract houses rather than in pre-war plaster.

Torrance has 59,284 housing units and a median build year of 1964. Only 2,225 of them, 3.8 percent, date to 1939 or earlier, the smallest pre-war share of any city we cover in this part of the county. About 82 percent of the stock still predates 1980, which is the number that matters, because asbestos remained in ordinary construction until roughly 1990 and lead was legal in residential paint until 1978.

The tract house is the problem building here
The 1950s put up 19,323 units, the 1960s another 15,996, the 1970s 8,773 more. Add them and three decades account for 74.4 percent of the city. Those are stucco and frame houses on slab, mostly single storey, and they were finished with the cheapest materials available at the time, which is precisely the issue. Nine-inch and twelve-inch vinyl-asbestos floor tile over black cutback mastic. Sprayed and troweled acoustic ceiling texture. Asbestos-containing drywall joint compound, transite flues and ducting, wall and attic insulation, roofing felt and shingle, siding.
A surveyor working a 1958 house in Southwood or Seaside Ranchos looks for a completely different set of materials than one working a 1915 bungalow in Old Torrance, and most consultants have their instincts calibrated for the older building. The 1980s stock, another 4,792 units, is not automatically clean either. It falls inside the pre-1990 window and should be sampled rather than assumed. What makes this city straightforward is also what makes it easy to get wrong: repeated tract designs mean a result from one house is a strong indicator for its neighbours, and a strong indicator is still not a laboratory result on the material you are about to cut.
A 1912 plan put the factories and the houses in one city
Jared Sidney Torrance founded the town in October 1912 as a planned balanced industrial city and hired Frederick Law Olmsted Jr. to lay out 109 blocks on Garden City principles, with a business core, an industrial district to the north and east, and a residential district to the west. Irving Gill designed several of the early buildings, including the 1912 Pacific Electric depot. The city incorporated May 12, 1921, and the Olmsted plan took roughly 30 years to fill in, which is why the pre-war core stayed small while the postwar tracts became the city.
The industrial district is still there and still working, which gives Torrance the heaviest inventory of industrial buildings in this group. Refinery, aerospace, automotive and manufacturing plants hold process piping insulation, boiler rooms, sprayed fireproofing and built-up roofing in quantities residential work never approaches, and that material tends to be concealed above ceilings and inside chases. Meanwhile the residential half of the plan picked up its own layer of rules: the city adopted a Historic Preservation Plan and Ordinance in 2017 covering residential property inside the Torrance Tract, reviewed through the Planning Division, with designation happening by owner application rather than automatically.
February 18, 2015 is the local particulate event
An explosion in the fluid catalytic cracking unit at the then-ExxonMobil Torrance Refinery scattered catalyst dust up to a mile into surrounding neighborhoods and dropped fine white ash on houses and cars. Four contractors were slightly injured. An 80,000 pound piece of equipment was thrown to within feet of a unit storing modified hydrofluoric acid. State air quality regulators later determined the ash itself was not toxic, which did not settle the question people were actually asking, which was what had landed on their property and whether it was still there.
The regulatory consequence was substantial. ExxonMobil paid a penalty of 5.5 million dollars to South Coast AQMD for air pollution violations during the explosion and the restart that followed, with 2.77 million of it committed to community benefit projects, and the U.S. Chemical Safety Board published its final report on May 3, 2017 with 10 recommendations. The refinery now runs under PBF Energy and remains one of the largest employers in the city. Torrance has no wildfire history to speak of, being flat, coastal and fully built out with no meaningful wildland interface, so when residents here ask about deposition on and inside their buildings the reference event is industrial. The January 2025 Palisades and Eaton fires still pushed smoke and ash over the South Bay, which is a separate question with the same answer: sample it rather than argue about it.
Salt air, slab construction and sixty-year-old pipe
The city holds a mile and a half of beachfront on Santa Monica Bay and lies low and flat across most of its area, so the marine layer sits over it through most mornings from late spring into summer. Overnight humidity stays high, drying slows, and salt air works on flashing, fasteners and older galvanized plumbing at the same time. With a median unit built in 1964, original galvanized supply lines and cast-iron drains are the default here, and they are now well past design life. Pinhole failures and slab leaks drive a large share of local remediation work for that reason alone.
Slab-on-grade is the norm across the 1950s and 1960s tracts, and it changes how a leak behaves. Water runs under flooring instead of showing on a wall, so the loss is usually discovered late, after carpet pad, subfloor and baseplates have been wet for weeks. That is a mould question and an asbestos question at once, because the flooring being pulled up is very likely the original tile and mastic. Elsewhere the profile shifts: 22,733 units in two-or-more-unit structures bring stacked plumbing and shared wall losses, 1,091 mobile homes bring low clearance, skirting and metal condensation, and the Hollywood Riviera and the hillside above Torrance Beach add slope drainage and retaining wall seepage.

Original tile and cutback mastic under later flooring, joint compound in the walls, acoustic texture overhead. All three are stable until a crew with a demolition saw arrives, and all three are cheaper to identify before the cabinets are ordered than after the floor is open.
An owner remodelling a house they just bought
Most pre-1978 housing here is owner-occupied detached single-family, so federal disclosure at sale and hiring an RRP-certified contractor are the real control points rather than a landlord's compliance programme. Painted wood windows, doors, siding, trim, garages and porches are where the sampling goes.
A slab leak found six weeks late
Water under a slab-on-grade floor spreads without staining a wall, so the discovery usually comes after the subfloor and baseplates have been wet a long time. Meters and thermal imaging define the actual wet area, which is what keeps a repair scope from being negotiated on guesswork.
Air questions near the industrial district
Torrance has heavy industry inside the city boundary by original design. Sampling indoor air with ventilation rate, occupancy and HVAC condition documented is how you separate something entering the building from something the building is generating, and those two findings lead to different fixes.
Deposition on and inside a building
Whether the source is an industrial release or basin smoke drifting into the South Bay, the argument runs the same way. Which surfaces hold residue, how far it went inside, and what actually needs cleaning. Sample before cleaning begins, because cleaning removes the evidence the claim depends on.
Oversight on an industrial or commercial abatement
Process piping, boiler rooms and fireproofing produce larger and more complicated removals than housing does. Containment integrity, pressure differentials, work practices and waste handling get documented as the job runs, on behalf of the owner, by a firm with no bid in the project.

Which rules apply in Torrance
Torrance sits inside the South Coast Air Quality Management District, so Rule 1403 governs asbestos demolition and renovation. The rule requires an asbestos survey report signed by an asbestos consultant before demolition or renovation, requires all asbestos to be removed before a structure comes down, and requires notification postmarked 10 work days before demolition starts.
Take the 10 work days seriously and treat the 14 day figure for what it is. Filing a notification fewer than 14 calendar days ahead of the start date draws a Special Handling Fee from the district. It is a charge for a late filing, not the notification deadline, and consultant summaries that present it as the requirement are conflating two separate provisions.
There is a local reason to be precise about this. South Coast AQMD has an active enforcement history in this city carried over from its refinery investigations, and the district is not a distant regulator here. On the city side, the Building and Safety Division of Community Development issues building and demolition permits, and residential property inside the Torrance Tract also falls under the Historic Preservation Plan and Ordinance the city adopted in 2017, reviewed by the Planning Division.

What notice does South Coast AQMD need before demolition?
Notification postmarked 10 work days before the demolition start date, plus a survey report signed by an asbestos consultant and complete removal of asbestos before the structure is demolished. A notification filed fewer than 14 calendar days ahead of the start date triggers a Special Handling Fee. That fee threshold is the source of the widely repeated 14 day claim, and treating it as the deadline is the most common compliance error in this county. The city permit through Building and Safety runs on its own separate timeline.
We are in the Torrance Tract. Does that change anything?
It changes the paint question more than the asbestos one. The Torrance Tract is the original 1912 Olmsted core and holds most of the city's small pre-1950 stock, where paint lead content was highest. The 2017 Historic Preservation Plan and Ordinance covers residential property inside the tract and is reviewed by the Planning Division, and preservation rules of that kind generally favour keeping original wood windows and trim, which keeps original paint layers in service longer than in the postwar tracts. Test the friction surfaces before any sanding or rehabilitation starts.
Something has settled on my house and I want to know what it is.
Do not clean it first. Whether the source is an industrial release or smoke drifting across the South Bay from fires elsewhere in the basin, the useful evidence is the residue where it landed and how far inside the building it went. Sampling establishes which surfaces and which contents are affected, which is the finding a carrier or a responsible party will actually engage with. Once the surfaces are wiped down there is nothing left to characterise.
Can you report to a property manager, an HOA board or an insurer?
Yes. Torrance is more owner-occupied than the cities around it, but 22,733 units still sit in structures of two or more, and those buildings generate the same disputes about who pays for what. Managers, boards and carriers all need findings produced by somebody who does not benefit from the outcome. Tell us who has to be satisfied by the document and it gets written to that standard.
Do you take on industrial and commercial buildings, not just houses?
Yes, and the industrial stock here is a large part of why.
