Ventura County projects fall under Ventura County APCD Rule 62.7, which reaches further than the federal standard. Cross into Los Angeles County and South Coast AQMD Rule 1403 applies instead, with different notification requirements. The office is in Thousand Oaks, which sits on the Ventura and Los Angeles county line. That is a convenience for scheduling and a genuine complication for compliance, because the asbestos rules change at that line and a habit formed on one side does not transfer to the other.
Ventura County work answers to Ventura County APCD Rule 62.7, which reaches further than the federal standard and carries residential exemptions that catch people out in both directions. Los Angeles County work answers to South Coast AQMD Rule 1403, with its own form, its own thresholds and a widely repeated 14 day figure that is a fee threshold rather than a notification requirement. Westlake Village is the sharpest illustration: the original master-planned community spans both counties, so the same place name can fall under either rule depending on the address.
What changes from one city to the next
Air district is only the first difference. Permit authority changes city by city, and in the unincorporated communities it runs through the county rather than a city counter, which changes the paperwork and the timeline. Several cities require the asbestos survey before they will issue a demolition permit at all, which moves testing to the front of the schedule instead of the middle.
The buildings differ more than the rules do. Santa Paula and Saticoy carry the oldest housing in Ventura County; Moorpark is 1980s-dominant, so its exposure comes from 1980s materials rather than an old downtown. The Oxnard Plain has a shallow water table and slabs poured before vapor barriers were standard. Glendale and Pasadena hold deep pre-1940 stock. How fast we can be there
Conejo Valley calls are often same-day, since that is where the office is. Oxnard, Camarillo, Ventura and the Santa Clara River valley are typically next day, with the Ojai Valley close behind, and Los Angeles County scheduling depends on the address rather than the county. Laboratory results follow on the next business day for standard analysis.
