Roughly 34,000 Long Beach housing units were built in 1939 or earlier, which is more housing than the whole of Lakewood or Norwalk contains. This is not a postwar tract city and it does not survey like one.

Long Beach has 181,216 housing units, more than the other cities around it put together, and the profile is nothing like theirs. Only 40.1% of units are single-family detached. Nearly 43% sit in structures of three units or more, and 58.9% of occupied units are rented. The median build year is 1959, but 34.1% of the stock predates 1950 and 77.1% was finished by 1979.

A median build year that hides two different cities
The 1959 median is arithmetic rather than description. Long Beach incorporated on December 13, 1897 and had a full pre-war core in place long before anyone poured a tract slab. There are 18 city-designated historic districts here with contributing structures reaching back to 1898: Carroll Park runs 1898 to 1923, Bluff Park 1903 to 1949, Belmont Heights 1905 to 1923, the Hellman Street Craftsman district 1911 to 1920, the Wrigley Area 1928 to 1934, and California Heights holds close to 1,500 houses out of the 1920s boom.
The eastern neighborhoods came much later. Los Altos, El Dorado Park, Park Estates and Rancho Estates are largely 1950s and 1960s. The practical effect is that the sampling list doubles depending on the block. Older buildings bring asbestos-containing plaster systems, pipe and boiler lagging, asbestos-cement flue and siding, and roofing felts. Postwar blocks bring vinyl-asbestos tile, cutback mastic, acoustic texture and joint compound. Guessing which list applies from the street is how surveys get missed.
In multifamily, one disturbance reaches many households
Apartment and courtyard buildings hold 42.9% of the city's housing units, and they are put together differently. Central boiler rooms, shared plenums, common-area chases and stacked service risers mean a single act of demolition in a basement or a corridor is not contained to one dwelling. That changes the survey scope, the notification question and the occupant protection plan all at once.
Water follows the same geometry. Shared plumbing stacks and stacked bathrooms move a failure vertically and laterally through a structure, and with 58.9% of occupied units rented, the person who first notices the stain is usually not the person who can authorise anyone to look at it. Reports come in late as a result. By the time a manager calls, the wet assembly commonly extends past the unit that raised the complaint, which is why sampling in these buildings starts with mapping rather than with a swab.
The ground under the older half has moved twice
The earthquake of March 10, 1933 measured 6.4 and killed 120 people, most of them in unreinforced masonry, and it produced the Field Act governing California school construction. It also reshaped what survived from before 1933, since damaged buildings were repaired, refaced or replaced in ways that layered later materials over earlier ones. Then the ground itself dropped. Oil and gas extraction from the Wilmington Oil Field created a subsidence bowl up to 29 feet deep across more than 20 square miles from the port to Seal Beach, roughly 25 to 30 feet of sinking between the mid-1920s and the late 1960s, until water injection starting in 1958 arrested it and the state legislated to force repressurization.
Differential settlement on that scale leaves cracked slabs, out-of-plane walls, broken laterals and drainage that no longer runs where it was designed to. Add the marine layer, because 27.13 of the city's 77.84 square miles is water and humidity here stays higher and more persistent than in the inland tract cities. Pre-1940 raised foundations contribute crawlspace and subfloor moisture, rot at the sill, and original wood windows that leak at the perimeter. Most concealed growth we find in these buildings had been damp long before the event that finally got someone's attention.
Shipyard, aircraft plant and port, then a city health department
Long Beach Naval Shipyard operated on Terminal Island from February 1943 until its closure completed on September 30, 1997, peaking at 16,091 civilian employees in August 1945. The Douglas Aircraft plant on Lakewood Boulevard was that company's largest at more than 1.4 million square feet, and the Port of Long Beach is the second-busiest container port in the United States. Industrial, marine and terminal structures carry lagging, gaskets, fireproofing and built-up roofing in quantities no house does, and the survey approach for them has almost nothing in common with a residential walk.
Lead is organised differently here too. Long Beach is one of only three city-operated health departments in California and runs its own Childhood Lead Poisoning Prevention Program alongside a HUD-funded lead-based paint hazard reduction program through the Bureau of Environmental Health, aimed at pre-1978 affordable housing occupied by children under six, by pregnant women, or where young children visit often. Set that against roughly 61,700 units built before 1950, the era of the highest paint lead concentrations, and a majority-renter stock, and lead testing becomes a larger part of the work here than anywhere inland.

Original wood windows on a tenanted historic property
Craftsman, Spanish Colonial Revival and Period Revival houses from 1898 to the 1930s with painted sash, jambs, doors and porch elements. Preservation guidance favours repairing those components rather than replacing them, which means sanding, and sanding is what makes the dust.
A leak that was reported several units late
Stacked bathrooms and shared risers move water between dwellings and across ownership lines. We define the wet extent with meters and thermal imaging before sampling, so the report covers the building rather than the complaint.
One floor complaining and nobody else
Shared plenums, corridor pressurisation and a boiler room in the basement give a large building several ways to move air where it was not meant to go. Sampling without ventilation context produces numbers that a manager cannot act on.
After a fire in an older multifamily structure
Soot travels through chases and shared ducts into units the flames never reached, and regional events push ash across the city as well. What a claim turns on is the extent of deposition, room by room, which is a sampling question rather than an argument.
A demolition that has to run in the published order

Which rules apply in Long Beach
Long Beach falls under South Coast AQMD and Rule 1403. It is not Ventura County APCD territory, and Rule 62.7 has no application here, which is worth confirming with any consultant who covers both counties.
The city is unusually explicit about the order of operations. Its published demolition process runs asbestos survey, asbestos removal, AQMD notification, then the Building and Safety permit, in that sequence. The Rule 1403 notification is postmarked 10 working days before demolition begins, and the Building and Safety Bureau asks for asbestos survey documentation on pre-1980 structures. Since roughly three-quarters of the housing here was built by 1979, that condition catches most of what gets demolished in this city.
The 14 day number in circulation is not the notice period. A notification filed fewer than 14 calendar days before the start date attracts a Special Handling Fee, and that fee threshold has been misreported as a legal requirement often enough that contractors now plan around the wrong figure. The requirement is 10 work days, postmarked.

What does Long Beach require before it will issue a demolition permit?
The city publishes the sequence: asbestos survey first, then removal of what was found, then the South Coast AQMD notification, and only then the Building and Safety permit. The Rule 1403 notification has to be postmarked 10 working days ahead of the demolition start, and a copy of it has to reach Building and Safety before the permit is released. Building and Safety also asks for asbestos survey documentation on structures built before 1980. Nothing in the chain moves until the survey exists.
I own a fourplex from the 1920s. Where do I start?
With a survey that treats the common elements as their own scope. In a building of that age the highest-probability findings are plaster systems, pipe and boiler insulation in the basement or utility space, cement flue components, and paint layers on every original wood window and door. Occupied units need scheduling and notice, which is usually the part that sets the timeline. If the building sits in one of the 18 designated historic districts, the repair-rather-than-replace approach that preservation guidance encourages is exactly what makes lead testing worth doing before work starts, not after.
A pipe failed overnight and tenants are still in the building.
Call before anyone opens a wall. Cutting wet plaster or old flooring with occupants in place is the worst version of this situation, and in a stacked building the disturbance is not confined to the unit it happens in. Same-day visits are often available. We can usually establish the wet extent, sample the suspect materials and have laboratory results back inside the drying window, so the restoration scope is built on findings instead of estimates.
