Environmental Testing in Point Mugu
Point Mugu is not a city and not an ordinary census place. The statistical area tied to its ZIP code recorded 17 residents in 2020. What the name refers to in practice is Naval Base Ventura County, Point Mugu, and on federal property the Navy permits the work rather than Ventura County.

The Naval Air Missile Test Center was established here on October 1, 1946 as the Navy's first instrumented missile test sea range. The station ran independently until October 11, 2000, when it merged with Port Hueneme to form Naval Base Ventura County. The core inventory is hangars, shops, laboratories, barracks and early family housing from the 1940s through the 1970s.

Buildings of this type carry more asbestos, not less
A 1955 hangar is not a 1955 house. Industrial construction of the peak asbestos decades used sprayed and troweled fireproofing, boiler and pipe insulation, transite panel and duct, cement-asbestos siding and roofing, floor tile and mastic, and gasket material through every mechanical space.
Quantities are larger, more of it is friable, and mechanical rooms concentrate several materials in one place. What disturbs it is ordinary programme work: modernisation, demolition of obsolete Cold War structures, and renovation of the privatised family housing, roughly 1,221 units. Surveying an inventory is not surveying an address.
Lead here is not only a paint question
The 1978 residential ban postdates nearly all original construction, so painted surfaces in housing, barracks and support buildings from the 1940s to the mid-1970s are presumptively lead-bearing until testing says otherwise.
Installations of that era also used lead coatings well outside housing: hangars, water tanks, structural steel, piers and range facilities. Oceanfront exposure has been degrading all of it for decades, which turns blasting, welding, torch cutting and steel demolition into worker exposure questions. Sampling is designed around the disturbance method, not the substrate.
The site already carries a federal cleanup designation
EPA tracks the installation as a federal facility cleanup site under the name Pacific Missile Test Center, identifier CA9170027271. It is not on the National Priorities List and is managed as a federal facility-lead cleanup. Documented problems include Site 5, where electroplating wastewater went to unlined lagoons and contaminated soil and groundwater.
For a construction scope that history is not background. A renovation or demolition on a site with a recorded industrial waste history needs the building survey and the site record read together.
Between an ocean, a salt marsh and a creek outlet
The base sits alongside Mugu Lagoon, the largest remaining coastal plain salt marsh estuary in Southern California and the coastal outlet of the Calleguas Creek watershed, which drains about 343 square miles. Buildings take concentrated inland runoff on top of tidal water.
Add a persistent marine layer and continuous salt aerosol and the results follow: slab moisture drive, condensation inside wall assemblies, corroded roof and mechanical penetrations, growth in air handling systems. This stock was designed around a mission rather than around coastal durability.

Coils, condensate pans, duct interiors and roof penetrations corrode faster here than anywhere inland, and the leaks that follow feed growth inside the system itself.

Offices embedded in industrial and laboratory buildings are ventilated around a process, not around comfort. What the system actually does gets established before any sample is collected.
Brush at the fence line
This is the one place on the county coast with genuine wildland exposure rather than smoke alone. The Springs Fire of May 2013 burned 24,238 acres in about a day and a half, took a section of the base salt marsh and damaged some facilities.
Documentation that survives review
Third-party oversight of an abatement contractor, air monitoring during the work, and clearance written for a file that gets read long after demobilisation. We are never retained by the removal contractor.

Which rules apply at Point Mugu
Permitting does not run through Ventura County. Most of what the name covers is federal property, where construction, renovation and demolition are managed by the Navy through Naval Facilities Engineering Systems Command. Point Mugu State Park is State Parks land. Surrounding property that is neither federal nor park is unincorporated county, permitted by Ventura County Building and Safety inside the Local Coastal Program.
Ventura County APCD is the local air district, and Rule 62.7 governs asbestos renovation and demolition for non-federal work countywide: written notification at least 10 working days before work starts once 100 or more square feet of asbestos containing material will be removed, and none below that. South Coast AQMD Rule 1403 is a Los Angeles County rule with no application here.
Whether that notification attaches to a given project on the installation, or whether the work proceeds under the federal asbestos standard through the Navy, is settled with the district for that project rather than assumed. Tell us the facility, the scope and whether the parcel is federal.

How is a survey priced on an installation?

How long does it take?

What is different about testing a 1950s hangar?
Volume, friability and access. The materials are industrial versions: sprayed fireproofing, pipe and boiler lagging, transite panel and duct, gaskets in equipment nobody has opened in thirty years. More of it is friable than the sheet goods in a house, and it sits high or in mechanical rooms.
A crew hit unexpected material mid-demolition. What now?
Stop work in that area and call. Treating the material as asbestos-containing until sampled is the cheaper assumption. We can usually get out the same day, sample under controlled conditions and turn the laboratory around overnight. Documenting the moment of discovery matters as much as the result.
Can you report to a prime contractor and to the government at once?
That is the normal arrangement. The report is written to stand up to both readers, with sample locations, laboratory data, chain of custody and a plain statement of what was and was not found. Since we neither perform nor bid the removal, neither party has to discount it.
Do you perform abatement or remediation?
No. We survey, sample, monitor and document. Oversight of an abatement contractor is available on the client's behalf, but we hold no abatement license and bid no removal, which is what keeps the survey usable as evidence.
