The older half came first and came fast. Ventu Park dates to the 1940s. Casa Conejo followed as the first tract in Newbury Park, roughly 1,000 single-story single-family homes put up in the early and mid 1960s, and the Conejo Valley boom subdivisions filled in behind it through the 1970s. Those are the addresses where sprayed acoustic ceiling texture, vinyl-asbestos floor tile and cutback mastic, joint compound, duct wrap, roofing felt and transite pipe show up as a matter of routine.
The newer half arrived on a different schedule entirely. Dos Vientos Ranch was approved by the Thousand Oaks City Council on April 5, 1988 under Specific Plans 8 and 9 as a 2,350-unit project, but construction did not begin until 1992 and most of the homes went up after infrastructure was finished in 1998, finally landing somewhere around 2,300 to 2,360 houses. That build window sits past the era we sample for. What it does not sit past is water damage, and a 1999 house with a concealed leak needs the same moisture investigation as a 1965 one.
Whose counter issues the permit depends on the parcel
Annexation left this community with a patchwork. The City of Thousand Oaks Community Development Department, Building Division handles building and demolition permits for the bulk of Newbury Park, filed through the city's TO/24 portal. Casa Conejo and Ventu Park never joined, and those parcels go to the Ventura County Resource Management Agency, Building and Safety Division instead. Two houses on facing streets can be on different sides of that line, and Casa Conejo alone had 3,267 residents at the 2020 census.
Nobody wants to find this out after submitting to the wrong department. It also affects how a scope reads: county review and city review are not the same process, and neither one covers asbestos. If you are unsure which applies to your address, that is a question worth settling with a phone call rather than an assumption. One story tall, which changes where the water goes
Casa Conejo is entirely single-story. So is a good deal of the surrounding 1960s tract work. A roof or attic leak in those houses reaches occupied space directly, with no intervening floor to absorb it and no second-story ceiling to stain first as a warning. The failure is visible in a bedroom rather than in an empty upstairs closet, which sounds like an advantage and mostly means the finish materials are already involved by the time anyone notices.
Underneath, the same houses sit on slab with original supply plumbing that is now 50 to 60 years old. Newbury Park is the westernmost part of the Conejo Valley, about 8 miles from the Pacific, opening toward Hidden Valley and the Oxnard plain, with the Santa Monica Mountains to the south and the Conejo Mountains to the west and north. Slope drainage runs off that terrain toward the developed floor of the community. Add eight months of continuous landscape irrigation against those foundations and the classic finding is a soft floor at a wall base with no visible drip anywhere.
The Hill Fire started on the western edge of town
It ignited in November 2018 near Santa Rosa Road and Hill Canyon, right at the edge of Newbury Park, expanded past 10,000 acres within about two hours according to early reports, closed US-101 near Camarillo Springs and finished at 4,531 acres. It ran across the burn scar of the 2013 Springs Fire, which had covered 24,251 acres from Camarillo through the Santa Monica Mountains. The Woolsey Fire was burning the same week and drove evacuations through the whole Conejo Valley.
Widespread structure loss is not what those events produced here. That is the point. Repeated heavy smoke exposure without a rebuild is a different problem, and it is the harder one to document, because the building looks intact and the residue is inside it. Char, ash and soot sampling in a standing home establishes what actually deposited, in which rooms, on which surfaces. Adjusters ask for that. Opinions about smell do not settle a claim.

A slab leak with no second floor above it
Fifty-year-old supply lines under a single-story house, hillside drainage arriving from the west and south, and irrigation running most of the year. Moisture meters and infrared find the wet material and its edges, which is what determines how much flooring actually has to come up.
A newer house with a complaint anyway
Dos Vientos and the rest of the post-1990 construction sits outside the asbestos window. That says nothing about the air inside it. Ventilation rate, occupant load, HVAC condition and recent renovation work drive most complaints in newer housing, and sampling without measuring those first produces figures nobody can use.
Three fires, no losses, residue anyway
The 2013 Springs Fire, the 2017 Thomas Fire advisories and the 2018 Hill and Woolsey Fires all put smoke over this community without taking its houses. Standing structures need sampling precisely because there is nothing obvious to point at.
A scope someone is going to challenge later
Written project specification, monitoring while the removal runs, and clearance sampling at the end, prepared for the owner rather than for the crew doing the work. When two parties disagree about how much has to come out, the file needs to stand up without us in the room.

Which rules apply in Newbury Park
Two permit counters, one air district. The City of Thousand Oaks Building Division issues building and demolition permits across most of Newbury Park because most of it was annexed. Casa Conejo and Ventu Park stayed unincorporated, so the Ventura County Resource Management Agency, Building and Safety Division permits those parcels. Confirm which applies before you fill anything in.
The asbestos filing does not move with the parcel. Every address here is in Ventura County, which means Ventura County APCD Rule 62.7 governs and the notification goes to the district rather than to either building department. Rule 62.7 covers ground the federal NESHAP standard never reached. Quantity sets the trigger: 100 square feet or more of asbestos-containing material in the removal, written notice delivered or postmarked 10 working days ahead of the start, a survey completed before a demolition permit issues, and removal by a licensed abatement contractor.
One exception carries most of the residential work in this community. Four residential units or fewer, and the 10 working day waiting period does not apply. The notice is still due before the crew starts, but the schedule does not have to absorb the delay. A second exception goes further. An owner-occupant working on their own single-unit dwelling is not regulated by Rule 62.7 at all, and the district asks only that they follow its emission control practices, which is sound advice for anybody cutting into a 1965 ceiling.

On a house of four residential units or fewer that 10 working day wait is waived, though the notice itself is still required first.
My house is in Dos Vientos. Do I need an asbestos survey at all?
Probably not for asbestos, and it depends on the year. Dos Vientos construction started in 1992 and most of it followed 1998 infrastructure completion, which puts those homes past the materials we normally sample for. Lead is the same story, since the 1978 ban predates the whole neighborhood. What a newer house can still have is water damage behind finishes, ductwork with a growth problem, or smoke residue from 2018. Tell us the year the house was finished and we will tell you honestly whether testing is worth your money.
