Lockheed and Vega turned Burbank into a manufacturing city during the Second World War, and the housing followed the payroll. Magnolia Park filled with tracts between 1945 and 1950 for returning veterans, and most of those houses are still 1940s houses. That single decade is 22.0 percent of the city's total units, a concentration nothing else in this service area matches.

A 1946 house has a specific material list. Troweled and textured plaster rather than modern drywall, joint compound at the seams, linoleum and vinyl-asbestos floor tile laid over asbestos-paper backing, cement siding and cement pipe, insulation on the original gravity furnace and its ducts, and roofing felt under everything that has been re-roofed since. Kitchen and bathroom updates in these houses hit three or four of those materials in the first morning of demolition.

One unit in three predates 1950 and the trim is original

About 34.8 percent of Burbank's housing was built before 1950 and 12.8 percent before 1940, the years when paint carried the highest lead concentrations. The pre-1940 blocks near downtown, the older foothill streets and the wartime tracts in Magnolia Park still have original wood windows, door casings, porch rails and exterior siding in service rather than replaced.

Those are impact and friction surfaces. A double-hung sash grinding in its jamb, a door that closes on a painted stop, a porch rail that gets leaned on, all of it produces dust without anyone taking a sander to it. Add a rental share of 56.7 percent and federal Renovation, Repair and Painting obligations plus disclosure duties come up on nearly every unit turn, repaint and window replacement in the older stock. Testing the actual surfaces a job will disturb is what establishes whether those rules bind on that job.

Hot, dry, and plumbed in 1948

This is an inland city with a recorded high of 114 degrees and a recorded low of 22, so marine humidity is not what drives moisture problems here. Age does. Houses from the 1940s and 1950s running on original galvanized supply and cast iron drain lines leak slowly inside walls and under slabs. Evaporative coolers and early air conditioning retrofits put condensate lines and equipment in places nobody designed for them. Postwar and 1960s apartment buildings carry flat and low-slope roofs that fail at the edges and around penetrations.

Groundwater is not the culprit either. The water table under most of the city now sits more than 100 feet down, against within 50 feet of the surface in parts of Burbank during the 1940s. What does arrive from outside is storm runoff and debris coming off the Verdugo Mountains into the foothill neighborhoods, and that is worse in the years after a fire on those slopes.

Verdugos to the north, soundstages to the south

The La Tuna Fire started in La Tuna Canyon on the afternoon of September 1, 2017 and burned until containment on September 9, covering 7,194 acres in the Verdugo Mountains. It pushed south toward Burbank, closed Interstate 210 and forced hundreds of evacuations, and it stands as one of the largest wildfires in the history of the City of Los Angeles. Foothill Burbank and the DeBell and Stough Canyon area sit directly in that wildland-urban interface, and smoke reached well past the neighborhoods that were actually threatened.

The other half of this city is commercial. Studios, soundstages and the industrial buildings along the older corridors all fall under the same asbestos rules as housing, and tenant improvement work in a 1950s production building runs into the same plaster and floor tile a Magnolia Park bungalow does. The Empire Center opened in late 2001 on the former Skunk Works site, which gives some sense of how much of the city's industrial ground has been turned over. Which rules apply in Burbank

Burbank sits in the South Coast Air Quality Management District, so Rule 1403 governs asbestos demolition and renovation. The notice carries a postmark deadline of 10 work days ahead of the demolition start. Ahead of either demolition or renovation, the rule calls for a survey report carrying an asbestos consultant's signature, and nothing gets demolished until the asbestos has come out. That applies to the studio and industrial stock exactly as it applies to a house on Magnolia Boulevard.

Do not plan around 14 days. It shows up in a great many online summaries as though it were the notice period, and it is not. A notification filed fewer than 14 calendar days before the start date carries a Special Handling Fee. The fee is real, the deadline it implies is not, and the requirement remains 10 work days.

Burbank runs everything in-house. Community Development handles building permits, plan check and inspections, and the city has its own fire department, public works and utility rather than relying on Los Angeles County. What that convenience hides is that the asbestos notification does not go to the city at all. It goes to South Coast AQMD, on the district's form and the district's clock, and a general contractor who has cleared the city counter has not therefore cleared the air district.

One more crossing to watch. Jobs over in Ventura County answer to a different district and a different rule, 62.7, under which the notice trigger begins at 100 square feet of asbestos containing material and small residential buildings of four units and under escape the waiting period altogether. Those tracts were built between 1945 and 1950, which puts them inside the asbestos era and well inside the lead era, so a survey usually covers plaster and texture, flooring and its backing, furnace and duct insulation, and the painted trim and windows in the same visit. It is more efficient to answer both in one round of sampling than to discover the second one halfway through a remodel that has already opened the walls.
