Environmental Testing in Piru
Piru's housing splits into two eras with almost nothing between them. 101 of its 664 units were finished before 1950 and 422 went up in the 1990s and 2000s, while the 1950s and 1970s together produced twenty-three houses.

Run the decades and the shape is obvious. 44 units date to 1939 or earlier, 57 to the 1940s, 14 to the 1950s, 52 to the 1960s, 9 to the 1970s, 29 to the 1980s. Then 210 in the 1990s and 159 in the 2000s. Only 176 units, 26.5 percent of the community, predate 1980, and 459 were built after asbestos left ordinary construction.
That makes the first question on any job here unusually decisive. In most towns the build year narrows a scope. In Piru it frequently settles it, one way or the other, before we have opened a cupboard. Enviro-Chem tests and reports and takes no part in removal work, so when the answer is that your building needs nothing, that is a straight answer rather than a lost sale.

Two build eras and no middle
459 of Piru's 664 units have gone up since 1990, and 63.6 percent of the community was built in the 1990s and 2000s alone. Those homes sit outside the asbestos question by date. The older group is small and specific: 101 units from before 1950, another 66 across the 1950s and 1960s, and a handful from the decade after that. More houses here predate 1950 than were built through the 1950s, 1960s and 1970s combined.
The practical effect is that hazard work in Piru concentrates in an identifiable third of the town rather than spreading evenly across it. It also means the street is a poor guide. A parcel on the original grid can sit two doors from a 1998 build, and the neighbour's experience tells you nothing about your own. We ask for the year first, every time, because in this community it changes the entire scope rather than adjusting it.
An 1887 townsite that still looks the part
David C. Cook, an Illinois Sunday school publisher, bought Rancho Temescal and laid out Piru in 1887 intending a second Garden of Eden. He put about 1,000 acres into walnuts, apricots and oranges plus olives and grapes, planted biblical crops including dates, figs and pomegranates, and built miles of irrigation works. The grid he drew at Main, Center, Park and Orchard Streets is still there in brick storefronts and wood-frame houses. Warring Park at 822 Orchard Street marks where the Portola expedition met the Chumash on August 11, 1769.
Cook's own house, the Newhall Mansion at 829 North Park Street, went up between 1886 and 1890, is Ventura County Landmark No. 4, burned on February 18, 1981 and was rebuilt. The Piru Hotel, known also as the Mountain View and the Round Rock, is Landmark No. 124. Buildings of that age carry transite pipe and flue, multi-coat plaster, asbestos-cement siding shingles, roofing felts and mastics, and vinyl-asbestos tile laid over original board floors. The preserved streetscape has drawn film crews since the 1910 production of Ramona, which is another reason interiors here get altered more often than a town this size would suggest.
Mineral-heavy water on ageing pipe
California American Water serves roughly 514 connections in Piru, a system it took over from Warring Water Service in 2019. Reported total dissolved solids between 2002 and 2007 ran from about 780 to 1,600 milligrams per litre. Water that hard scales the inside of supply lines and drives pinhole failures in galvanized and copper, and in the pre-1950 group that plumbing is original or close to it. Failures of that type do not flood a room. They wet a stud bay for months.
The setting adds to it. Piru sits at the confluence of Piru Creek and the Santa Clara River below Lake Piru, ringed by citrus, avocado and row crop ground that has been irrigated continuously since Cook's day. Shallow groundwater and irrigation return flow keep subsurface moisture high through the dry season, and the older houses sit on raised crawlspaces with thin vapor barriers. The valley has a long flood record, and the St. Francis Dam failure on March 12, 1928 put the river straight through the town on its way to the ocean.
Three fires at the edge of town in twenty years
The Piru Fire started on October 23, 2003 in the Lake Piru Recreation Area when a cutting tool threw sparks into dry brush during construction of the Juan Fernandez boat launch, and it burned more than 63,000 acres, roughly half of that inside Los Padres National Forest. The Holser Fire began just after 2 p.m. on August 17, 2020 near the junction of Holser Canyon and Piru Canyon roads, apparently from a vehicle, reached about 3,000 acres and put evacuation warnings on the Lake Piru area. The Canyon Fire started the afternoon of August 7, 2025 near Holser Canyon, burned about 5,370 acres across the Ventura and Los Angeles county line, and was contained around August 14.
Three events at that distance in two decades makes deposition a standing condition here rather than an incident. Char, ash and combustion residue accumulate in attics, crawlspaces, duct runs and insulation, and each season adds to what the last one left. That is why sampling on a Piru property often has to separate current loading from older material still in place. A single visual pass through an attic cannot make that distinction. Laboratory analysis of what is actually sitting on the joists can.

A house on the original grid coming apart
The 101 units built before 1950 hold plaster, transite, siding shingles, roofing felts and tile over board flooring. A kitchen or bathroom remodel in one of them cuts through several of those at once, which is why the survey belongs ahead of the demolition rather than after it.
Turning over a pre-1978 rental in the old town
About 47 percent of occupied units here are rented and the median resident age is around 33, so pre-1978 units housing families with young children are the everyday case. EPA renovation rules apply to paid work on those properties whether or not the parcel sits inside a city.
Scale, pinholes and a wet stud bay
Hard supply water plus original galvanized and copper lines produces slow concealed failures rather than obvious ones. Moisture meters and thermal imaging locate the wet material before anybody opens a wall, which keeps the repair small.
A newer house with a problem the age does not explain
Two thirds of Piru was built in the 1990s and 2000s. Those homes are tighter, so ventilation faults, combustion appliance issues and humidity present as headaches, odor and condensation rather than as a hazardous material. Measurement separates those causes.
Residue from more than one fire season
A property at this end of the valley may hold deposits from 2003, 2020 and 2025 in the same attic. Establishing what is current, what is historic and what actually needs cleaning is a laboratory question, and carriers ask it directly.
Restoration on a county-listed property
Several buildings here sit on the Ventura County Landmarks, Districts and Points of Interest inventory, which adds a Cultural Heritage Board step. Work on those runs slowly and on a record, and we document containment and clearance for the owner as it happens.

Which rules apply in Piru
Piru is a census-designated place with no city hall, so nothing here goes through a city building department. Building, renovation and demolition permits come from the Ventura County Resource Management Agency, Building and Safety Division, at 800 S. Victoria Avenue in Ventura, third floor of the Government Center Administration Building. Where a property sits on the county Landmarks, Districts and Points of Interest inventory, Cultural Heritage Board review is added on top.
The air district does not change with incorporation status. Asbestos demolition and renovation is governed by Ventura County Air Pollution Control District Rule 62.7, which is written more broadly than the federal NESHAP standard and captures operations the federal rule never reached. The number that matters is 100 square feet. At or above that quantity of asbestos containing material removed, the district needs written notice in hand ten working days before the crew starts. Below it, no notice is owed.
Buildings with four dwelling units or fewer skip the ten working day wait, though the notification itself is still owed before work begins. An owner who lives in a single-unit dwelling and does the work with their own hands is not covered by the rule at all, and the district asks that person to follow its emission controls voluntarily rather than requiring it. This matters more here than in most places because the Los Angeles County line is a few miles east. Crews arriving on Highway 126 from Santa Clarita often carry South Coast AQMD Rule 1403 habits with them, and Rule 1403 has no standing on this side of the line.

Who is the best mold testing company in Piru?
Whichever one has no stake in the repair. Mold work attracts firms that inspect, test and then quote the remediation, and the incentive in that arrangement is obvious to anyone reading the report afterward. Enviro-Chem does not remediate and takes no referral fee from companies that do. The second thing to check is method: whether the firm actually maps moisture with meters and thermal imaging before sampling, or whether it collects air cassettes and reports whatever the laboratory returns. Numbers without the moisture source behind them are not much use to anybody.
What will testing cost at a property in Piru?

Who do I notify before asbestos work in Piru?
The Ventura County Air Pollution Control District, under Rule 62.7. Written notice is required once 100 square feet or more of asbestos containing material will be removed, and it has to reach the district ten working days ahead of the start. Residential buildings of four units and under are released from that ten working day wait but still have to file. An owner-occupant of a single-unit dwelling doing the work themselves is not regulated by the rule. Your building permit is separate and comes from Ventura County Building and Safety, not from a city, because Piru is unincorporated.
How do I tell whether my Piru house is old enough to need any of this?
The build year does most of the work. Materials containing asbestos left ordinary residential construction around 1990 and lead based paint was banned for homes in 1978, so a house from the 1990s or 2000s, which is two thirds of this community, is generally outside both questions. Anything on or near the original townsite grid is a different matter and should be treated as in scope until sampling says otherwise. If you are unsure of the year, the county assessor record will have it and we can check it with you on the phone.
A pipe let go behind the wall and the drying crew is on the way. Do we stop them?
Not stop, but sequence. If the building predates 1980, the material they are about to cut and bag should be sampled before it is disturbed, because wet plaster, texture and flooring release fibers exactly when they are being pulled. Once it is in a dumpster there is nothing left to test and the claim becomes an argument about what used to be there. We can generally attend the same day and work alongside the drying equipment rather than holding it up.
Do you report to property managers, boards and insurers?
Regularly. The report is written for whoever has to act on it, which usually means plain findings up front, the sampling plan and laboratory data behind it, and no recommendation that we happen to be positioned to sell. Managers forward it, boards vote on it and adjusters price from it. Naming that audience when you call changes how the document is put together, so mention it early.
Our contractor works mostly in Santa Clarita. Does that create a problem?
It can, and it is a common one out here. Santa Clarita is in Los Angeles County under South Coast AQMD Rule 1403, which has its own notification form, its own timing and a special handling fee threshold at fourteen calendar days that people frequently mistake for the notification requirement. None of that applies in Piru. This side of the county line runs on Ventura County APCD Rule 62.7, with a different threshold and different residential exemptions. Confirm which rule your project sits under before the notice goes in, not after the district returns it.
