The railroad left in 1969 and never came back

The Ventura and Ojai Valley Railroad ran through Mira Monte from its completion in 1898 until a major storm in 1969 destroyed the track, ending the line after 71 years of operation. Southern Pacific later acquired the corridor, and it became the Ojai Valley Trail, finished in 1987. The road network is what remained. The Maricopa Highway, State Route 33, was completed in 1933 and turned this stretch of valley into a link between Carpinteria and the Central Valley, and State Route 150 crosses it as well.

That 1933 highway is why the community exists in the shape it does. Residential build-out followed the road rather than the rail, arriving in the postwar decades and concentrating hard in the twenty years after 1960. Almost nothing here was designed around the railroad that was still running when the first tracts went in, and almost nothing has been added since the trail replaced it. The place is bracketed by the Ventura River on the west and Sulphur Mountain on the east, and it did not have room to grow past either.

Half the housing comes from the two worst decades for it

753 units date from the 1960s and 780 from the 1970s. Median year built is 1974 for houses and for apartments alike, which is unusual; in most communities the two figures diverge. That twenty-year block is the peak period for sprayed and troweled acoustic texture on ceilings, asbestos-bearing joint compound and wall texture, 9x9 and 12x12 vinyl-asbestos tile with black cutback mastic, sheet vinyl backing, duct and pipe wrap, and transite pipe and flue.

Ahead of it, 402 units from the 1950s bring asbestos-cement siding shingles, plaster systems and roofing felts and mastics into the picture. Behind it, the pre-1950 remnant is small, 141 units at 4.5 percent, and only 347 units arrived after 2000. So the disturbance events that matter in this community are entirely ordinary ones: a kitchen or bathroom remodel, a ceiling scraped flat, a re-roof, a furnace and duct replacement. None of those sounds like an abatement project until the laboratory says it is one.

A settled population produces a different kind of job

Homeownership runs at 79.3 percent against 20.7 percent rented, which is high for anywhere in this county. Median resident age is 51.7, well above the county figure. Houses change hands slowly, and when they do it is often after decades in one family rather than after a two-year hold. Rental turnover, the engine of lead work in most communities, is a smaller factor here than the sale of a long-held house or a remodel someone has been putting off.

Both of those still land inside the federal rules. Disclosure attaches to any pre-1978 property at sale, and paid renovation on one falls under EPA RRP requirements whether the parcel is in a city or not. In this stock the surfaces that actually generate lead dust are the ones that rub and weather: painted wood sashes and jambs, doors and casings, eaves, fascia and siding, and porch and deck components. Thirty years of repainting over them does not remove what is underneath.

Cold air pools on this valley floor

Marine air funnels inland along the river corridor and pushes overnight humidity above what the Santa Clara River Valley sees, while the narrow valley traps cold air on its floor after dark. Put that against single-pane aluminum and wood windows and uninsulated wall assemblies, which is what a 1974 median build year means in practice, and condensation is not an occasional event. It is most winter nights, on the same sills and the same jambs, year after year.

The rest of the moisture load is plumbing and roofing. Raised or partial crawlspaces with thin vapor barriers. Original galvanized and copper supply lines and cast-iron drains well beyond their working life. Roof assemblies that are either original or overlaid exactly once. The citrus and avocado ground around the community irrigates through the dry season, keeping subsurface moisture up. Growth that starts under any of these conditions develops behind finishes rather than on them, which is why the useful first step is a moisture map rather than an air sample.

Which rules apply in Mira Monte

Mira Monte is unincorporated. The City of Ojai sits immediately northeast and does not issue permits here. Building, renovation and demolition permits come from the Ventura County Resource Management Agency, Building and Safety Division, at 800 S. Victoria Avenue in Ventura, on the third floor of the Government Center Administration Building. That is the counter for anything structural on a parcel in this community.

Asbestos runs on a separate track through the Ventura County Air Pollution Control District under Rule 62.7, which is written more broadly than the federal NESHAP standard and reaches renovation and demolition work the federal rule does not. Notification turns on volume rather than on the type of building. If a job will take out 100 square feet or more of asbestos containing material, the district needs written notice ten working days before work opens up. Under that quantity, nothing is filed.

In a community that is close to four fifths owner-occupied, the exemption that comes up most often is the one for owners doing their own work. Somebody who lives in a single-unit dwelling and carries out the work personally is not regulated by Rule 62.7 at all, and the district recommends its emission control requirements to that person rather than imposing them. Take the recommendation. The exemption removes a filing obligation, not the fiber. Separately, residential buildings of four dwelling units or fewer are released from the ten working day wait, though the notification itself is still owed before work begins.

If you own the house, live in it, it is a single-unit dwelling and you are doing the work yourself, Rule 62.7 does not regulate you and no notification is required. That is a real exemption, not a technicality. It is also narrower than people assume: it does not extend to a contractor you hire, to a rental you own but do not occupy, or to a duplex. And the exemption is about paperwork rather than exposure, so the district still recommends following its emission control requirements, which is sound advice when the alternative is releasing fiber into a house you sleep in.

The house was built in 1974. What is most likely to be in it?

For that build year the usual candidates are acoustic ceiling texture, the joint compound and wall texture behind it, resilient floor tile with the mastic under it, sheet vinyl backing, and insulation on duct runs and around the furnace. Lead based paint is also in play, because the residential ban did not take effect until 1978 and existing stock was used after manufacture stopped. None of that is a prediction. It is a sampling list, and it is common for a house of this era to return positive on one item and clean on the rest.

There is water running down a wall right now. What do we do first?

Shut the supply, keep people out of the area and do not let anyone open the wall yet. In a house from the 1960s or 1970s the wall texture, the joint compound and the flooring at the base of it are all worth identifying before they are cut, and wet material tends to get torn rather than cut, which releases more. Call as soon as the water is off. We can usually attend the same day, take what needs taking and let the drying contractor work around the sampling instead of after it.

Do you report to managers, associations and insurers?

Yes. The exception is a building where material is already damaged and releasing, and if we find that we will tell you on the day rather than waiting for the report, because at that point occupancy is the question rather than the sampling.
