The city incorporated on March 24, 1948, six years after the Navy opened its base here, and the housing followed the base: a postwar and Cold War wave, then a condominium and tract boom through the 1960s and 1970s. Median year built is around 1971 for houses and condominiums and about 1976 for apartments.

A third of the housing shares a wall
Roughly 33.5 percent of the stock is detached single-family and about 30.4 percent is attached. Surfside I, Surfside II and Surfside Village, Beachport Villas, Cypress Gardens, Southwinds Village, Parkview and the Pleasant Valley communities are all built on that pattern. In a condominium or townhouse, the assembly does not respect the deed line. Common walls run through, attics are shared above the ceiling plane, plumbing chases are stacked, and the exterior belongs to the association rather than to the owner doing the work.
The practical result is that a survey scoped to one unit is often the wrong scope. Textured ceiling, joint compound and floor tile were installed by the same crew on the same day across the whole building, so a positive result in unit 12 says something about unit 11 whether anyone wanted it to or not. We scope to the assembly being disturbed, which sometimes means sampling in a neighbour's space with the association's consent, and we say so before the work is booked rather than after.
Hueneme Bay is 773 homes of a single vintage
The Hueneme Bay community on Lido Boulevard was built out between 1963 and 1971, 773 attached homes in a 55-plus setting. That is close to 800 units of identical-era construction in one place, all of it finished before the 1978 lead paint ban and well inside the years when asbestos was standard in ceiling texture, flooring, mastic and taping compound.
Concentration of that kind changes what a result means. A finding in one Hueneme Bay unit is a reasonable indicator for the rest of the same building type, which is useful to a board planning a re-roof, a re-pipe or a common-area renovation, and it is also why boards here should get their own testing rather than relying on whatever a contractor produces mid-project. Occupant age matters too. Work in an occupied 55-plus building calls for containment and clearance documentation that holds up to residents who will be living beside the work for weeks.
The city line is not the permit line
Port Hueneme Building and Safety, inside Community Development, handles plan check, permits and inspection for demolition, alteration and new construction, and the city moved permitting and business licences onto its OpenGov system. That is the path for the great majority of property in the city.
Land inside Naval Base Ventura County Port Hueneme is a different matter. It is federal property, and construction, renovation and demolition there run through the Navy rather than through the city. Contractors who work both sides of that boundary in the same week get caught out by it, because the submittal, the review and the documentation are not the same process. Salt gets to the fasteners before water gets to the framing
No monthly average temperature in Port Hueneme reaches much above 71.6 degrees. Summer never delivers the hot dry stretch that dries a wet wall assembly out, and the overnight marine layer keeps humidity up through long runs of spring and summer. What sets this city apart from inland Ventura County is not rainfall. It is the constant salt aerosol coming off the ocean on one side and the harbour on the other.
Salt corrodes flashings, fasteners, window hardware and HVAC coils, and corroded metal is how small persistent leaks start. Those leaks are the ones that feed concealed growth, because they never produce the ceiling stain that prompts a call. In stacked attached construction the water then travels: a failed supply fitting on an upper floor turns up as a mold problem in the unit below and in the shared cavity between them. On the exterior, the same salt load makes pre-1978 paint on siding, sashes and railings chalk and flake years earlier than it would a few miles inland.

Port Hueneme has no wildland-urban interface, so regional fires reach it as smoke and settled ash rather than as flame. Establishing which surfaces, contents and duct runs actually carry combustion residue is what decides a cleaning scope, and it is the point carriers press hardest.

Which rules apply in Port Hueneme
Asbestos renovation and demolition across Port Hueneme is governed by Ventura County Air Pollution Control District Rule 62.7. South Coast AQMD Rule 1403 belongs to Los Angeles County and has no force here, so a contractor bringing Los Angeles habits to a Hueneme condominium is working from the wrong sheet.
The trigger is 100 or more square feet of asbestos containing material coming out, and written notice has to reach the district at least 10 working days before work starts. Rule 62.7 reaches operations the federal NESHAP standard does not.
Here is the exception that matters most in this city, and it is regularly misread. Residential buildings of four units or fewer are exempt from the 10 working day waiting period, with notification still required before work begins. That is a test on the building, not on the unit. An owner in a twenty-unit condominium building lives in one dwelling but the building is not a four-unit residential building, so the waiting period is live. The separate exemption for an owner-occupant doing the work personally applies to single-unit dwellings, which most attached housing here is not.
One more boundary. Work on federal property inside Naval Base Ventura County does not follow the city permit path, and the applicable asbestos requirements should be confirmed for the specific project rather than assumed from the county rule. Does the whole building have to wait ten working days before abatement starts?
It depends on how many units are in the structure, not on how many you own. Rule 62.7 requires notification to Ventura County APCD once 100 or more square feet of asbestos containing material will be removed, at least 10 working days ahead. A residential building of four units or fewer is exempt from that waiting period, though the notification itself is still required. A larger condominium or apartment building is not exempt, so the 10 working days are real and belong in the schedule. Below the 100 square foot threshold, no notification is required at all.
We are on the Hueneme Bay board. Do we need to test every unit?
Rarely. Hueneme Bay was built between 1963 and 1971 to repeating plans, so a properly designed sample set across the building types usually answers the question for the community, with targeted sampling where a unit has been altered or a floor added over the original. What a board should not do is rely on a survey commissioned by the contractor performing the work. Ask for the sampling locations, the laboratory reports and the chain of custody, and keep them on file for the next project.
Water came through the ceiling from the unit above. What now?
Do not let anyone open the ceiling before it is sampled. Wet ceiling texture and drywall taping from this era are exactly the materials that release fibers when cut, and the moment they are disturbed the job becomes a containment job. We can normally sample, document the extent of the wet material and have laboratory results in hand while drying equipment is still running, which also gives the association something defensible when two owners disagree about who pays.
