The mandatory seismic retrofit program the council adopted on March 28, 2017 covers five building categories and reaches roughly 2,000 structures. About 1,700 of those are soft-story buildings put up before 1978. The rest are unreinforced masonry built before 1975 and pre-1994 concrete tilt-up. Compliance is not cosmetic work. It means opening ground-floor walls, garage soffits and ceilings, and installing steel where drywall, plaster and texture currently sit.

Line the dates up and the problem is obvious. A soft-story building constructed before 1978 predates both the lead paint ban and the end of common asbestos use, so the retrofit reaches into the assemblies most likely to hold both. Rule 1403 requires a signed survey before renovation, not only before demolition, and retrofit is renovation. Scoping the survey to the actual retrofit drawings rather than the whole building is usually what keeps it proportionate.

Nearly three quarters of the housing is rented

With 74.6 percent of occupied units renter-occupied and most of that stock in older multifamily buildings, the work here arrives on a different schedule than it does in a single-family city. Unit turns, common-area repainting, window replacement and plumbing repairs all happen with neighbours in residence and often with the tenant of the affected unit still in it. That constrains where sampling can happen and how fast.

It also puts federal renovation rules in play constantly. Pre-1978 rental housing carries Renovation, Repair and Painting obligations and landlord disclosure duties, and 22.8 percent of units in this city predate 1950 while 13.5 percent were built in 1939 or earlier. Ocean Park, North of Montana and the older Pico and Mid-City blocks hold most of that pre-1940 fabric. A paint test establishes whether certified work practices apply to a given surface, which is a cheaper question to answer before a crew starts sanding than after.

Fog, flat roofs and stacks that are sixty years old

Morning marine fog is a fixed seasonal feature on this bay, and locals have named the stages of it: May Gray, June Gloom, Fogust. Sustained humidity through those months keeps north-facing and ground-floor units slow to dry, and surface growth turns up on closet walls, exterior-facing walls and bathroom ceilings in buildings that have no active leak at all. Dry-weather runoff moves through this small footprint in volume, enough that the city built a recycling facility handling about 3.5 million gallons a week.

The dominant 1950s to 1970s stucco apartment type has its own failure list. Flat and low-slope roofs, tuck-under parking, subterranean and semi-subterranean garages, and shared galvanized and cast iron plumbing stacks that are now 50 to 70 years old. A stack serves several units at once, so a complaint reported from one apartment is rarely confined to that apartment, and the wet material is usually inside a demising wall rather than behind the fixture anyone is pointing at.

This city takes smoke without ever burning

Santa Monica is built out to its edges and has no wildfire ignition history of its own. What it has is position. Fires in the mountains and canyons to the north and west push smoke and ash directly across it, and the Palisades Fire that started on January 7, 2025 began at effectively the city's northern doorstep. Buildings that were never at risk of burning still took deposition through open windows, roof vents and outside air intakes.

Dense older apartment stock adds the second source. A structure fire in one unit of a 1960s building sends soot and char through shared attic space, corridors, plenums and stairwells into apartments that never saw flame. Owners, managers and carriers all end up arguing about the same thing, which is extent. Which units, which contents, which materials genuinely require cleaning. Sampling settles that in a way that walking the hallway with a flashlight does not.

Which rules apply in Santa Monica

Asbestos work in Santa Monica is governed by South Coast AQMD Rule 1403, since the city sits inside the South Coast district. The notification has to be postmarked 10 work days before demolition starts. Separately, and this is the part retrofit projects run into, Rule 1403 requires an asbestos survey report signed by an asbestos consultant before demolition or renovation, and asbestos has to be out of a structure before it is demolished.

A word on the 14 days you will see quoted in online summaries. It is not the notification requirement. Submitting fewer than 14 calendar days ahead of the start date means a Special Handling Fee applies. Two different things, routinely merged into one wrong sentence, and a crew that plans to the wrong figure loses days it did not budget.

Contractors who also work Ventura County should note that the requirements do not travel with them. Cities on that side answer to Ventura County APCD Rule 62.7, where notification is triggered at 100 or more square feet of asbestos containing material and residential buildings of four units or fewer are exempt from the waiting period. Neither of those provisions exists in Rule 1403.

What notification does Rule 1403 actually require?

Notification postmarked 10 work days before demolition begins, and a survey report signed by an asbestos consultant before demolition or renovation of any kind. Asbestos must be removed before a structure is demolished. The commonly repeated 14 day figure is a fee threshold, not the notice period. If you file fewer than 14 calendar days ahead you pay a Special Handling Fee, and paying it does not shorten the 10 work days.

Our building is on the seismic retrofit list. What should we do first?

Get the survey done against the retrofit drawings before the structural work is bid, not after. The program targets soft-story buildings from before 1978, unreinforced masonry from before 1975 and pre-1994 tilt-up, and the first two categories are firmly inside the asbestos and lead eras. Knowing what is in the walls and soffits the engineer intends to open changes the contractor's bid, the sequencing and the tenant notice, and it removes the mid-project stop that happens when a crew hits textured plaster nobody tested.

Call before demolition starts. Cutting wet drywall, texture or flooring in a building from the 1950s through the 1970s is the specific act that puts fibers in the air, and in a multifamily property that air is shared with people who did not have the leak. Same-day attendance is often possible. We can generally sample and have laboratory results in hand while the drying equipment is still running.

Can you report to a property manager, an owners association or an insurer?

Yes, and in this city that is the majority of the file. Managers running occupied buildings, associations answering to members, and carriers assessing a restoration scope all need a document written by a party with no stake in the size of the remediation.
