Environmental Testing in Fillmore
Fillmore took the worst of the 1994 Northridge earthquake of any community in Ventura County: more than 200 buildings damaged, 60 eventually pulled down, roughly a fifth of the historic downtown gone. What survived was patched, and those 1990s repairs sit directly on materials from the 1910s and 1920s.

There are 5,259 housing units in Fillmore. Of those, 2,845 went up before 1980 and 795 before 1950, which is the largest pre-1950 concentration among the Heritage Valley towns. Asbestos stayed in general use in California building products until around 1990, and 3,600 units here, 68.5 percent of the town, fall inside that window.

What January 17, 1994 left inside the walls
The Northridge earthquake hit Fillmore harder than anywhere else in the county. Over 200 buildings were damaged, about $50 million in total, and 60 came down permanently. The 1919 Masonic Temple at Central and Sespe was one of the losses. The Fillmore Towne Theatre at 338 Central Avenue, reinforced brick, opened October 2, 1916, held on, and the city later bought it and restored it using state and federal historic preservation grants.
For a survey scope, the buildings that fell are the easy part of the story. The ones that were patched are harder. Repair and retrofit work through the middle and late 1990s went in over original plaster, floor assemblies, pipe runs and roofing that dated to the town's first decades. Open a wall in one of those repaired structures and a 1995 layer often sits straight on top of an untested 1925 one. A survey that samples the surface and stops there will report the wrong building.
A railroad grid, then a farm valley around it
Southern Pacific put a depot here in 1887 and the town was platted around it, named for J.A. Fillmore, a general superintendent on the railroad's Pacific system. Incorporation followed on July 10, 1914. The core grid at Central Avenue and Main Street is brick commercial blocks and Craftsman bungalows from the turn of the century into the 1920s, and North Fillmore holds the oldest residential streets. 645 units in this town, 12.3 percent of everything standing, date to 1939 or earlier.
That stock carries a different material list from a tract house. Asbestos-cement transite pipe and siding, troweled and textured plaster, roofing felts and mastics, pipe and duct lagging, and vinyl-asbestos tile bedded in black cutback mastic over original wood floors. The 1970s and 1980s account for another 1,692 units between them, and those are the acoustic ceiling texture and sheet flooring years instead. Both eras need sampling. Neither needs the same sampling plan.
Bardsdale and Rancho Sespe are not the city
Fillmore covers about 3.3 square miles, and a good number of addresses that read Fillmore on an envelope sit outside that boundary. Bardsdale is a citrus settlement across the Santa Clara River, roughly three miles from the town center and dating to the 1880s. Rancho Sespe lies east of town on ground that began as an 8,881-acre Mexican land grant issued in 1833 and became ranch and farm labor housing. Sespe Village sits in the same corridor.
Inside the line, City of Fillmore Building and Safety at 250 Central Avenue runs plan check, permits and inspections. Outside it, the county does. That single fact decides who issues your demolition permit and who reviews your scope, and a mailing address will not settle it. Water has always moved through this valley
The town sits between the Santa Clara River and Sespe Creek at the foot of the Topatopa Mountains, surrounded on every side by irrigated citrus and row crops. Summers regularly clear 100 degrees, then the rain arrives in one concentrated winter season. Shallow groundwater and irrigation return flow keep the subsurface damp the rest of the year. Near midnight on March 12, 1928 the St. Francis Dam failed and put the river through Piru, Fillmore and Bardsdale on its way to the ocean.
Present-day moisture problems are quieter than that and harder to see. Pre-1950 houses on raised crawlspaces with thin vapor barriers and undersized venting. Galvanized supply and cast-iron drain lines installed before 1960, now past service life and weeping inside cavities. Roof and window leaks in the older stock after a heavy storm cycle. And the post-earthquake re-roofing and flashing that got done in a hurry, which is where concealed wall-cavity moisture tends to turn up thirty years later.

Buildings that survived 1994 were patched rather than rebuilt. Retrofit layers cover original plaster, flooring, pipe insulation and roofing from the town's first decades. A tenant improvement in one of those Central Avenue storefronts disturbs both eras in the same afternoon.
Window and porch work in North Fillmore
645 units here were built in 1939 or earlier and 795 before 1950, the period when paint carried the most lead. Sashes, jambs, porch columns, railings and exterior siding on those bungalows are on their fourth or fifth coating. Sanding one is how the dust gets made.
A slow failure behind pre-1960 plumbing
Cast-iron drains and galvanized supply lines from before 1960 are at or past end of life across the older tracts. They do not burst, they seep, and the first sign is usually an odor or a stain that shows up a long way from the actual break.
Complaints in a building ringed by agriculture
Fillmore is bounded on all sides by working orchards and row crop ground. When occupants report symptoms and nothing visible explains it, the useful answer measures what is actually inside against an outdoor baseline, with ventilation rate, occupancy and HVAC condition recorded alongside it.
Ash that settled during the December 2017 evacuation
Mandatory orders on December 14, 2017 ran from Hall Road east to Sespe Creek and from the Los Padres boundary south to the city limits. Structures that never caught fire still took char and ash into attics, ductwork and insulation. Sampling settles whether it is still there.

Which rules apply in Fillmore
Fillmore sits in Ventura County Air Pollution Control District territory, so asbestos demolition and renovation here answers to Rule 62.7. That rule is drawn wider than the federal NESHAP standard and covers operations NESHAP never regulated. A contractor whose habits were formed down in Los Angeles County will be thinking of South Coast AQMD Rule 1403, which carries no force in this county.
The trigger is quantity. Take out 100 square feet or more of asbestos containing material and written notification has to be delivered or postmarked ten working days ahead of the start date. Below that figure, nothing is filed. Separately, a building has to be surveyed before a demolition permit will issue, and anything found has to be taken out by a licensed abatement contractor before demolition begins.
Two exemptions carry more weight in a town of bungalows than they do downtown. A residential building of four dwelling units and under does not have to sit out the ten working day wait, although the notice itself is still owed ahead of the work. And a resident owner doing the job with their own hands in a one-unit home falls outside the rule entirely, with the district recommending rather than requiring its emission controls. Plenty of published summaries print that ten day wait as a blanket rule. It is not one.

Do I have to notify the air district before asbestos work in Fillmore?
Usually, and the detail decides your schedule. Ventura County APCD Rule 62.7 governs here. Written notice is due once the quantity coming out reaches 100 square feet of asbestos containing material, ten working days ahead of the start. Buildings of four dwelling units and under are released from that ten working day wait, so the notice still goes in but the clock does not hold up the job. A resident owner doing the job personally in a one-unit home is not regulated by the rule at all. Independent of any of that, a demolition permit requires the building to be surveyed first.
My building is on Central Avenue and was repaired after the 1994 earthquake. What should I expect?
Two layers, treated separately. The 1990s repair materials are usually clean. What sits behind them is another matter, because plaster, flooring, mastic, pipe wrap and roofing from the original construction were commonly covered rather than taken out. A survey on a building like that samples through the repair instead of stopping at it, so expect more sample points than a single-era structure of the same square footage would need.
A storm took out part of the roof. Can testing wait until after the repair?
It should not. Wet plaster, ceiling texture, flooring and pipe insulation in a pre-1980 building turn into a fiber release problem the moment somebody starts cutting and pulling. Once that material has been torn out the chance to sample it intact is gone, and the conversation with the carrier gets considerably harder. Call before demolition starts. We can usually sample the same day and return results before the drying equipment comes out.
Can you report to a property manager, an owners' board or an insurer?
Yes, and we write with the recipient in mind. A manager needs something forwardable to owners without translation. A board needs a document that holds up in a meeting where somebody will disagree with it. A carrier needs sampling methodology, laboratory data and a clean line between what was tested and what was inferred. Tell us who is reading it and the report gets built for that reader.
Our property is in Bardsdale, outside the city limits. Does that change anything?
