The city inherited its housing from the county

Downey did not incorporate until December 17, 1956, by which point the citrus groves, dairies and sugar beet farms had already been replaced by tract homes for aerospace workers. Most of that housing was permitted by Los Angeles County before Downey had a Building and Safety Division of its own. Aerospace left buildings behind, not just a story

Vultee Aircraft in Downey was producing 15% of all United States military aircraft by 1941. The same plant became North American Aviation, then Rockwell, was transferred to NASA in 1961, built Apollo program systems, and did not close until 1999. The acreage is now Downey Landing. Industrial and institutional structures of that vintage carry a different asbestos inventory than a house does: thermal system insulation on piping and boilers, sprayed fireproofing on structural steel, transite panel and flue, built-up roofing in layers, and gasket and rope seal in mechanical rooms.

The Rancho Los Amigos South Campus is the other legacy site, developed from 1888 as the Los Angeles County Poor Farm and renamed in 1932. More than 100 buildings there have stood largely vacant since the late 1980s, and in October 2021 Downey certified a specific plan that reaffirmed the county's proposed demolition of the historic district. A 2017 arson fire destroyed the Superintendent Harriman house, which had been eligible for the National Register. Long-vacant institutional buildings are a specific survey problem. Friable material degrades with no maintenance, water gets in, and rodents and vandalism move the debris around before anyone samples it.

Downey sits at 118 feet on the coastal plain in a semi-arid climate, so ambient humidity is not what drives microbial growth in these buildings. System failures are. The 1950s and 1960s cohort that makes up the majority of the housing was built slab-on-grade, which puts supply and drain lines under concrete. A leak announces itself weeks late, as a damaged baseboard, a warm patch of floor, or a wall base that will not stay dry. Supply piping from that era is galvanized steel and copper now 65 to 75 years old.

Low-slope and early composition roofs, single-pane aluminum windows and original ducted systems in houses with no crawlspace fill out the rest of the intrusion paths. The city is boxed in by channelized water, the Rio Hondo to the northwest and the San Gabriel River to the east, with the Los Angeles River not far west, and atmospheric river storms are the main external event. Wet 1950s material is also where a moisture job turns into an asbestos job, because the flooring, the mastic and the ceiling texture all come out during drying.

No named wildfire is documented as having burned within Downey. The city is fully built out on flat ground with no wildland-urban interface, so soot work comes from structure fires and from regional transport rather than from a local burn perimeter.

Rule 1403 requires an asbestos survey report signed by an asbestos consultant before any demolition or renovation, and all asbestos has to be removed before a structure comes down. Notification must be postmarked 10 work days before demolition starts. You will see 14 days quoted in consultant summaries. That figure is the threshold below which a Special Handling Fee applies, not the notification requirement, and the two get conflated constantly.

Downey adds a local lock on top. California Health and Safety Code 19827.5 prohibits the city from issuing a demolition permit until the applicant supplies a copy of the demolition notification filed with the district.
