One decade built more of this city than any other

Thousand Oaks grew from a Janss Investment Company master plan drawn on Conejo Valley ranch land the family bought in 1911. The plan called for roughly 1,000 custom home lots, 2,000 single-family residences, a regional shopping center and a 200-acre industrial park. Conejo Valley population ran from about 3,000 in 1950 to about 30,000 by 1970, and the city passed 103,000 residents by 1989. Incorporation came on October 7, 1964, the first city in the valley to take that step.

That timeline puts the bulk of the housing inside a narrow band of construction years on repeat floor plans, about two-thirds of it detached single-family. The materials we sample most match the band exactly: sprayed acoustic ceiling texture, vinyl-asbestos floor tile and the cutback mastic beneath it, sheet vinyl backing, drywall joint compound, HVAC duct wrap, roofing felt and mastic, transite pipe and cement siding. Two agencies, and the city is only one of them

The City of Thousand Oaks Community Development Department, Building Division issues building, alteration and demolition permits, and applications go through the TO/24 portal. Digital plans have been required since September 1, 2025. What the city does not handle is asbestos. Notification for demolition or renovation that will disturb asbestos-containing material goes to the Ventura County Air Pollution Control District under Rule 62.7, on a separate form, to a separate agency, on its own clock.

Contractors miss this regularly, usually because a city permit came back approved and the paperwork felt finished. It was not. The survey has to exist before a demolition permit makes sense, notification has to reach the district before work starts, and removal has to be performed by a licensed asbestos contractor. Sorting the sequence out at the front of a job costs a phone call. Discovering it mid-demolition stops the job and puts the crew in the wrong.

Eight dry months, then the whole year's rain

The valley runs a Mediterranean pattern: dry from roughly April through November, then a compressed wet season with December as the wettest month. Two consequences follow. Landscape irrigation runs against slab-on-grade foundations for most of the year without a break, and when rain finally arrives it loads roofs, gutters and site drainage that have sat dry since spring. Neither one produces a dramatic failure. Both produce wet material inside an assembly.

Construction era compounds it. The 1960s and 1970s tract housing that dominates the city is slab-on-grade, the supply plumbing under and inside it is now 50 to 60 years old, and bathrooms of that vintage predate current exhaust and vapor-barrier practice. What shows up is a stained baseboard, a soft patch of flooring, a cabinet kick that never quite dries. Moisture mapping and thermal imaging find the wet assembly without cutting into it, which matters more than usual in this housing stock, because cutting into a 1970s wall raises a second question about what the wall is made of.

November 2018 put two fires on the city in the same week

The Woolsey Fire ignited at 2:24 p.m. on November 8, 2018 and burned 96,949 acres across Ventura and Los Angeles counties before containment on November 21. Evacuation orders inside Thousand Oaks ran from Thousand Oaks Boulevard north to Sunset Hills, and from Oak Park west to Highway 23. The Hill Fire started the same day on the western edge of Newbury Park and finished at 4,531 acres. Five years earlier the Springs Fire had run 24,251 acres from Camarillo through the Santa Monica Mountains.

Smoke ignores an evacuation boundary and it ignores a burn perimeter. Structures that never saw flame took soot and ash through attic vents, wall cavities and ductwork, and that residue is still generating claims. The argument is almost never whether a building was affected. It is how far the residue traveled, which rooms hold it, which contents and finishes are actually involved. Surface and air sampling answers that in a form an adjuster can act on. A walkthrough with a flashlight does not.

Which rules apply in Thousand Oaks

Thousand Oaks is in Ventura County, so asbestos demolition and renovation falls under Ventura County APCD Rule 62.7. South Coast AQMD Rule 1403 does not govern work here. That distinction gets sharp at the eastern edge of the city, because about two-thirds of Westlake Village was annexed into Thousand Oaks during the late 1960s and 1970s while the remainder of that master planned community sits in Los Angeles County. One place name, two air districts, two different filings.

Rule 62.7 is broader than the federal NESHAP standard and picks up operations the federal rule never regulated. The trigger is quantity. Once a job will remove 100 square feet or more of asbestos-containing material, written notification has to be postmarked or delivered to the district, and the clock on it runs 10 working days ahead of the start. Demolition adds two conditions on top: the structure has to be surveyed before the permit issues, and a licensed abatement contractor has to take the material out first.

Now the exemptions, which most summaries leave out. Buildings of four residential units or fewer do not have to observe that 10 working day waiting period. The notice itself is still due ahead of work, but the delay is not, and that exemption covers a large part of the single-family jobs in this city. There is a second one. Where the owner-occupant of a single-unit dwelling performs the job personally, Rule 62.7 does not regulate them, though the district still asks that they follow its emission control requirements.

A 1977 build also means the supply plumbing is approaching 50 years old, so any history of a wet floor is worth looking at during the same appointment rather than in a second visit later.

Water is coming through a ceiling right now. What do I do?

Stop the contractor before demolition starts. A water loss in a 1970s house means someone is about to cut ceiling texture, drywall or resilient flooring, and those are the three materials most likely to hold asbestos in this city.
