The city was already old when the tracts arrived

Whittier had 585 residents in 1890 and 14,822 by 1930, a functioning town well before the postwar boom reached southeast Los Angeles County. The buildings from that period carry the older material set: asbestos-containing plaster and stucco systems, pipe and boiler lagging, asbestos-cement flue and siding, and roofing felts. Uptown Whittier is the historic commercial core and holds the densest concentration of it.

The 1950s then added 37.1% of the housing, and the hillside subdivisions above town, Friendly Hills, College Hills, Starlite Estates, Murphy Ranch and East Whittier, make up most of the postwar bulk. Those bring the other palette entirely: vinyl-asbestos floor tile over black cutback mastic, asbestos-cement pipe, asbestos-paper duct wrap and joint compound. One more number is worth holding onto. The city's population more than doubled between 1960 and 1970, from 33,663 to 72,863, while only 15.2% of its housing dates from that decade.

Two earthquakes worked over the same masonry

The Whittier Narrows earthquake struck at 7:42 in the morning on October 1, 1987, magnitude 5.9, with an epicentre three kilometres north of the city. Eight people died, 200 were injured, and losses ran between $213 and $358 million. The worst of it landed on Uptown Whittier, which reached intensity VIII. A magnitude 5.2 aftershock followed three days later. The buildings that took the damage were largely the same old masonry structures that had already been badly hit by the Whittier earthquake of 1929.

Almost forty years of repair, retrofit and partial reconstruction in pre-1940 buildings is what that history leaves behind, and it complicates a survey in two directions. Later materials sit layered over earlier ones, so what is visible on a wall or a ceiling is frequently not what the assembly is made of. And old painted fabric in these buildings has been disturbed and refinished repeatedly rather than replaced. Cracked slabs, separated flashing and displaced plumbing dating from either event remain a credible source of concealed water intrusion in structures that were never fully repaired.

The hills bring a hazard zone the flatland cities do not have

CAL FIRE's 2024 mapping classifies the Whittier hills, including the Hellman Park and Turnbull Canyon areas, as a Very High Fire Hazard Severity Zone within a State Responsibility Area. Fires recorded in the hills include the Turnbull Fire of July 3, 1989 at 1,229 acres, the largest of them, the Skyline Fire of August 21, 2007 at 95 acres, and smaller burns in June 2020, April 2021 and February 2022. Whether a given hillside address falls inside city limits or in adjacent unincorporated county territory is not always obvious from the street, and it decides who issues the permit. The hazard designation drives its own kind of work. Hardening retrofits, re-roofing, and eave and vent replacement all happen on houses old enough to contain the materials in question, so the mitigation itself becomes the disturbance event. Burn scars in the hills also increase runoff and debris flow potential in winter storms, which puts water against slopes, retaining walls and foundations that were designed for a drier season.

Two foundation types, two different moisture problems

Nearly a third of the city is raised-foundation construction with crawlspaces, wood siding and original wood windows. That combination produces subfloor moisture, poor crawlspace ventilation and rot at framing members nobody looks at until a floor feels soft. The postwar tract and hillside cohorts are the opposite, slab-on-grade with supply and drain lines running under concrete that are now 60 to 75 years old.

Whittier sits around 367 feet against the Puente Hills, so the hillside neighborhoods add slope drainage, retaining wall performance and subsurface water to the list, none of which the flat cities nearby deal with. Renters occupy 41.1% of the housing, and a meaningful share of the oldest stock is therefore not owner-maintained, which is the classic setup for a leak that gets reported late and an assembly that has been wet far longer than anyone realised.

Which rules apply in Whittier

Whittier is inside the South Coast Air Quality Management District, so Rule 1403 is the governing asbestos rule for renovation and demolition. Ventura County APCD Rule 62.7 is a separate district's rule and does not apply here, which is worth confirming with anyone quoting work across both counties.

Rule 1403 wants an asbestos survey report signed by an asbestos consultant before demolition or renovation, requires that all asbestos come out before a structure is demolished, and sets notification at 10 work days postmarked ahead of the demolition start. The 14 day figure that circulates in trade summaries is not the notice period. It is the threshold below which the district applies a Special Handling Fee for a late filing, and repeating it as a requirement has become common enough that plenty of contractors now schedule around a number that does not exist.

California Health and Safety Code 19827.5 adds the second gate, barring any city from issuing a demolition permit until it holds a copy of the notification filed with the district. Whittier incorporated in 1898 and runs its own municipal code and building function, so the local review of an older or historic structure can be more involved than in the newer cities nearby. The hillside question sits on top of all of it, since a property in unincorporated county territory goes through a different counter.

Odour without visible soot is a common and contested situation, and the useful answer comes from sampling that shows where deposition actually reached rather than from an opinion about how bad it smells.
