Roughly two thirds of the original Westlake master-planned community lies inside Thousand Oaks, in Ventura County. Only the Los Angeles County portion incorporated as the City of Westlake Village, which is why a single place name carries two air districts and two building departments.

Westlake Village has about 3,131 housing units and a median construction year of 1975, with 71.3 percent of them detached single-family homes. The city describes twenty neighborhoods governed by homeowners associations, mixing condominiums, townhomes, lakefront residences and single-family tracts. Asbestos remained in general California construction use until roughly 1990, so the median house here sits well inside that window.

The unusual part is jurisdictional. Mail addressed to Westlake Village lands on both sides of the Ventura and Los Angeles county line, and the two sides answer to different air districts and different building departments. One name, two counties, two rule books

The county line ran straight through the Westlake master plan. Roughly two thirds of the original community sits inside the City of Thousand Oaks in Ventura County, and only the Los Angeles County remainder, 3,456 acres of it, incorporated as the City of Westlake Village on December 11, 1981, the 82nd city in Los Angeles County. The postal address never split. Homes on either side still write Westlake Village on their mail.

For anything involving asbestos, the parcel decides and the address does not. Inside the incorporated city the governing rule is South Coast AQMD Rule 1403. Cross into the Ventura County portion and Ventura County APCD Rule 62.7 applies instead, with a different threshold, a different form and a different agency reading it. Contractors working both halves of the same community have to change rule sets partway down the street, and the ones who do not are the ones who end up explaining a violation.

The city does not run its own building department

Westlake Village contracts its entire building and safety function to Los Angeles County. Permits, plan check and inspections all run through the county, out of the office serving the city in Calabasas, and plan check moved off the older BSOP system onto EPIC-LA on April 1, 2024. Permit record requests go to the county at 818-880-4150. There is no city counter to walk into for a demolition permit.

That is a third arrangement inside a few miles. The Ventura County half of the same named community is permitted by the City of Thousand Oaks, and Agoura Hills next door runs its own Building and Safety Division. One more local wrinkle is worth knowing before a remodel is designed: residential alterations that demolish 50 percent or more of the existing conditioned space trigger construction and demolition pre-construction plans and post-construction reports.

Almost everything here was built between 1966 and 1980

Daniel K. Ludwig bought a 12,000-acre ranch in 1963 for $32 million, and development of the lakeside community began in 1966 under the American Hawaiian Steamship Company, laid out as a city in the country around Westlake Lake. First Neighborhood, built in the mid to late 1960s, came first. Most of the rest followed as 1970s tract and condominium development, which is how a city of this size ends up with a median build year of 1975 and very little outside a fifteen-year band.

That band has a predictable material list: sprayed acoustic ceiling texture, joint compound and wall texture, vinyl-asbestos floor tile over cutback mastic, roofing felt and mastic, and duct components. Lead is a narrower question, concentrated in the 1966 to 1977 first wave, and it is renovation driven here rather than deterioration driven, since the housing is generally well kept and the paint gets sanded rather than left to fail. Federal renovation rules still apply to any pre-1978 unit whatever its condition. The useful consequence of a master plan is that units repeat, so a confirmed material in one condominium is often a reliable predictor for the rest of the building.

Irrigation, a lake and a lot of shared walls

Westlake Lake is the focus of the plan, with lakefront and lake-adjacent residences ringed by greenbelt, park and golf course landscaping. Continuous association irrigation of those common greenbelts runs against slab-on-grade foundations poured in the 1960s and 1970s, and that is a standard source of perimeter and subslab moisture in this kind of community. The city sits nine miles inland behind the Santa Monica Mountains, so it gets less direct coastal fog than the coast does, but marine air still pushes through the mountain gaps into the Conejo Valley and the day-to-night temperature swing drives condensation in attics and wall cavities.

The bigger structural issue is attachment. Original 1970s plumbing is now fifty years old, and in a townhome or condominium a single concealed supply or drain failure can wet framing shared by several units before anyone sees a stain. By the time it is visible the question is no longer whose leak it was, it is how far the water traveled and what it passed through on the way. Repairs after fire and storm events are another way water and disturbance reach these assemblies.

Which rules apply in Westlake Village

The rule follows the parcel, not the postmark. Inside the incorporated City of Westlake Village, which is in Los Angeles County, asbestos demolition and renovation is governed by South Coast AQMD Rule 1403. The portion of the same master-planned community that lies within Thousand Oaks is in Ventura County and falls under Ventura County APCD Rule 62.7 instead. Both write the same city name on their envelopes.

Under Rule 1403, notification has to be postmarked 10 work days before demolition starts. You will see 14 days quoted in local consultant summaries and it is wrong: a notification submitted fewer than 14 calendar days before the start date incurs a Special Handling Fee, which is a charge, not a deadline. Conflating the two produces a schedule built on the wrong number.

Rule 1403 also requires an asbestos survey report signed by an asbestos consultant before any demolition or renovation, and all asbestos has to come out before a structure is demolished. For a demolition, South Coast AQMD is notified whether or not the survey found asbestos containing material, so a clean survey does not end the paperwork.

The Ventura County side works differently enough to matter. There, notification turns on a quantity of 100 or more square feet, residential buildings of four units or fewer skip the 10 working day waiting period, and an owner-occupant doing the work personally in a single-unit dwelling is outside the rule. None of that carries across the line into Los Angeles County.

The permit is a separate track again, and here it runs through Los Angeles County rather than a city office, while the Ventura County half of the community is permitted by the City of Thousand Oaks. We were evacuated during the Woolsey Fire. Could smoke still be an issue?

It can be, and it frequently is in buildings that never saw flame. The Woolsey Fire burned 96,949 acres across Los Angeles and Ventura counties in November 2018 after igniting in Woolsey Canyon near the county boundary, and more than 295,000 people were evacuated, Westlake Village among them. Evacuation orders reached north of the 101, and repopulation just north of the freeway began while the fire was still only 15 percent contained. Soot works into attics, ducts, insulation and soft contents and stays until someone establishes what is actually affected.

Water is coming through a wall we share with the neighbours. What first?

Get the source isolated, then hold off on demolition. In a fifty-year-old attached building the water has usually crossed framing shared by more than one unit, and the materials in the path are exactly the ones worth sampling first. Cutting into wet texture, ceiling material or old flooring is what turns a plumbing repair into a much larger job. Yes, and a large share of the work in this city is exactly that.
