One decade built a quarter of the city

ACS 2024 counts 45,201 housing units in Simi Valley. The 1960s account for 11,324 of them at 25.1 percent, the single largest construction decade. The 1970s add 9,272 more at 20.5 percent. Between them, those twenty years produced 45.6 percent of everything standing here, and that concentration tells us what to sample before we ever see the property.

The materials that recur in this vintage are acoustic ceiling texture, vinyl-asbestos floor tile and the mastic under it, drywall joint compound, HVAC duct wrap, roofing felt, and cement siding or transite. About 52 percent of the city, 23,496 units, went up before 1980, which also brackets the 1978 residential lead paint ban. Older non-tract housing survives on the east end near Santa Susana, where the lots were platted in the 1920s at 30 by 50 feet.

Tract uniformity is a hypothesis, not a result

Simi Valley was built in large uniform tracts, which means the ceiling texture next door came off the same truck as yours. When a house three doors down tests positive, the odds for the whole street move with it. That is useful for planning a scope. It is worthless as evidence.

A laboratory result belongs to the structure it came from. Builders swapped suppliers part way through a tract, and forty years of re-roofing, re-flooring and remodelling have made identical houses stop being identical. A 1968 home that has been reworked twice can carry three flooring generations stacked in one hallway. Each building gets its own survey and each distinct material gets its own samples, which is also what a permit reviewer, a carrier and an abatement contractor will expect to see in writing.

Five fires since 2003, and the smoke went further than the flames

The Simi Fire burned 108,204 acres through the Simi Hills and the southeast side of the city between October 25 and November 5, 2003. The Topanga Fire took 24,175 acres in 2005. The Woolsey Fire ignited on November 8, 2018 in Woolsey Canyon on the Santa Susana Field Laboratory property above the city, ran 96,949 acres to the coast, destroyed 1,643 structures and killed three people before containment on November 21. The Easy Fire followed in October 2019, 1,806 acres, three structures lost, started by a high-voltage line insulator contacting a steel power pole.

The Sandy Fire burned 2,183 acres from May 18 to 27, 2026 and put evacuation orders and warnings over roughly 33,000 people across Simi Valley and adjacent communities. One structure was destroyed. That ratio is the whole point. Thousands of buildings sat inside evacuation zones and took smoke, ash and settled particulate without ever meeting fire, and those are the properties still generating assessment work months later.

Water arrives from the channel and from under the slab

The Arroyo Simi drains the valley and carries its flood flows. Its largest recorded discharge was 10,000 cubic feet per second on March 1, 1983. The February 1969 storm series and the 1995 winter storms, declared as FEMA-1046-DR-CA, both damaged the channel and property along it, and post-fire debris flows have reached adjacent parcels in recent wet seasons. Everything here drains into the 343-square-mile Calleguas Creek watershed.

The Simi Hills block most of the marine layer that keeps coastal Ventura damp, so ambient humidity is not the driver in this city. Plumbing is. Slab-on-grade construction dominates the valley floor tracts, and a supply line failure under a slab wets a room from below, traveling through the mud bed and the flooring adhesive long before anything shows at the surface. Original galvanized and early copper piping in 1960s and 1970s houses is now well past the age where those failures start.

Which rules apply in Simi Valley

Simi Valley sits inside the Ventura County Air Pollution Control District, so asbestos renovation and demolition here is governed by Rule 62.7. The Simi Hills run into the Los Angeles County line and plenty of contractors who work this city also work the West Valley, where South Coast AQMD Rule 1403 applies instead. The two are not interchangeable, and the address decides which one you are under.

Rule 62.7 reaches operations the federal NESHAP standard does not. Written notification goes to the district when 100 or more square feet of asbestos containing material will be removed, postmarked or delivered at least 10 working days before work starts. Below 100 square feet, no notification is required.

The exceptions carry more weight here than the rule does, because this is a city of detached houses. Residential buildings of four units or fewer are exempt from the 10 working day waiting period. Notification is still required before work begins; the wait is not. A single-unit dwelling where the owner-occupant performs the work themselves falls outside the rule altogether, though the district still recommends following its emission control requirements.

One local wrinkle. Permits inside the city come from Simi Valley Building and Safety at (805) 583-6723, but Santa Susana Knolls on the east end was never annexed and is permitted by Ventura County. No, and the reason is not paperwork. Builders substituted materials part way through a tract, and decades of re-roofing, re-flooring and remodelling have pulled identical houses apart. A neighbour's positive is a strong reason to expect one of your own and a poor reason to skip sampling. A usable report names the structure, the material and the exact sample location, because that is what a permit reviewer, a carrier and an abatement contractor all work from.

We just got back after an evacuation and the house smells of smoke.

Hold off on cleaning. Wiping surfaces, vacuuming and running the HVAC redistributes settled particulate and destroys the deposition pattern that shows where the smoke actually went. Leave the system off, leave the surfaces alone, and let us sample first. What comes back defines the cleaning scope, and the cleaning scope is the number your carrier will argue about. Do you work with HOA boards and property managers in Simi Valley?
