Environmental Testing in Saticoy

Old Town Saticoy was surveyed into streets and lots in September 1887, along a new railroad branch. It is a nineteenth-century townsite with a dense pre-war core, and the asbestos in those houses arrived decades after the houses did.

Jefferson L. Crane settled at the site of a Chumash village here in November 1861, and the townsite grid went in twenty-six years later. The census place holds 1,133 people and a housing stock unlike anything else in this part of the county: a dense pre-war core of small wood-framed houses, very little midcentury construction because the growth went elsewhere, and a pocket of 1990s infill. Agricultural worker housing and ranch structures fill in the farmland around it.

Old buildings are not automatically dangerous buildings, and new ones are not automatically safe. What we do is establish which is which for a specific address, by sampling materials and putting them through an accredited laboratory under chain of custody. An 1887 townsite that never became a suburb

The streets and lots of present-day Old Town were laid out in September 1887 along a new railroad branch, which is what the place was built to serve. Passenger rail service ended in 1934. The Saticoy Depot, the Walnut Growers Association Warehouse and the Saticoy Bean Warehouse are still standing from the agricultural shipping era, along with the former Farmers and Merchants Bank branch building.

Those agricultural and warehouse structures matter to a survey as much as the houses do. Buildings of that type and era commonly carry transite panel, corrugated asbestos-cement roofing and pipe insulation, and none of it appears in a scope written around a residence. Any of them going under renovation or demolition needs its own survey, on its own terms.

The asbestos arrived later than the houses

A wood-framed house built before 1940 generally did not contain asbestos when it was finished. Everything suspect in it got added afterward. Re-roofs laid over the original roofing. Asbestos cement siding applied straight over the original wood. Vinyl-asbestos tile and mastic put down on top of board floors. Pipe and duct insulation that came in with a mechanical upgrade. Joint compound from a midcentury interior remodel.

The consequence is a survey method rather than a survey checklist. Sampling by nominal build year is useless here, because the build year predates the materials in question. We sample by addition and by layer: what was original, what went over it, what went over that, and where each stops. A house dated 1905 can hold four decades of asbestos-era retrofits, and the ones underneath are the ones the demolition contractor reaches.

A century of repaint on original wood

This is the highest lead paint probability of any community we cover in Ventura County, and it is a function of age rather than of any local practice. Original wood siding, window sashes, porch components, doors and trim on nineteenth and early twentieth century houses are the classic components, and they are still in place on much of the townsite grid because nobody ever replaced them.

Repeated repainting across a hundred years means the lead sits under newer coatings rather than on the surface, so a well-maintained house tests the same as a shabby one. On lots this small, weathered exterior paint shedding into the soil at the drip line is a real secondary pathway rather than a technicality. Renovation, repair and painting on any pre-1978 structure falls under EPA RRP requirements, which makes lead work routine here rather than exceptional.

River-bank ground under raised wood floors

Saticoy sits on the north bank of the Santa Clara River near the apex of the compound alluvial fan built by the river and Calleguas Creek, at the point where the valley opens into the Oxnard Plain. The Santa Barbara Channel is about eight miles away, so this is coastal-plain air with genuine marine influence rather than inland-valley dryness. Natural underground springs are what drew Chumash settlement to the spot in the first place. The flood record is documented: the St. Francis Dam collapsed on March 12, 1928 and sent a flood wave down the Santa Clara River past the community, and a 1969 washout put traffic through the riverbed east of the bridge while repairs ran.

The pre-1940 housing that dominates this place is raised wood floor construction over crawlspaces built before vapour barriers, foundation drainage and modern ventilation were standard. That puts the recurring problems in the crawlspace, in the subfloor and behind the original siding, not under a slab. Surrounding ground is intensively irrigated avocado, lemon, orange, strawberry and row crop farmland, so water against structures is continuous rather than seasonal.

One of the most common finds on this townsite, and one of the easiest to miss, because from the street it just looks like siding. It is also frequently the first thing a remodel removes. Sampling before the siding comes off decides whether the job needs a notification or not.

The Thomas Fire burned 281,893 acres from December 2017 into January 2018 and pushed smoke across the whole region. The Maria Fire burned South Mountain in 2019, which forms the south shore of the valley directly across the river. Neither burned this community, and both put ash and particulate into buildings here. Which rules apply in Saticoy

The air district question is the simple half. Saticoy is Ventura County, so asbestos renovation and demolition falls under Ventura County APCD Rule 62.7 and South Coast AQMD Rule 1403 does not apply. Written notification goes to the district when 100 or more square feet of asbestos containing material will be removed, at least 10 working days before work starts. Below that quantity, no notification.

Residential buildings of four units or fewer are exempt from the 10 working day waiting period, though the notification itself is still required before work begins, and an owner-occupant doing their own work in a single-unit dwelling is outside the rule entirely, with the district still recommending its emission control requirements be followed. Warehouses, packing structures and other non-residential buildings get neither exemption, which is worth remembering on a townsite that has several of them.

The complicated half is the permit. Old Town Saticoy is unincorporated Ventura County, so building and demolition permits there come from the Ventura County Resource Management Agency, Building and Safety Division, with counters in Ventura and Newbury Park and a Citizen Access portal. Most of the rest of what people call Saticoy has been annexed into the City of Ventura, where permits come from Community Development at 501 Poli Street.

Old Town sits inside the city's sphere of influence without being inside the city, which is precisely the arrangement that produces wrong assumptions. The parcel decides, not the mailing address, and the boundary is not something to eyeball. We confirm it per address before any survey is scoped or any notification is drafted.

Who is the best asbestos and lead testing company for Saticoy?

Ask two things. First, how does the firm scope a survey on a house older than the materials it is looking for? What does Rule 62.7 require on a Saticoy renovation?

Written notification to Ventura County APCD when the work will remove 100 or more square feet of asbestos containing material, filed at least 10 working days ahead. Residential buildings of four units or fewer do not have to wait out those 10 working days, but they still notify before starting. An owner-occupant doing their own work in a single-unit dwelling is not regulated. Demolition is different again: the building has to be surveyed before the permit issues, and a licensed abatement contractor has to remove the asbestos before it comes down.

Do I file with the county or with the City of Ventura?

It depends which side of the line your parcel is on. Old Town Saticoy is unincorporated and files with the Ventura County Resource Management Agency. The annexed portion files with the City of Ventura at 501 Poli Street. A Saticoy mailing address does not settle it, and neither does what the neighbours did. A contractor has already started scraping the siding. What now?

Stop the work today. On a house of this age the paint underneath is the likeliest lead source in the community, and scraping puts it into the air and onto the ground where children and pets are. Stopping now limits the problem to a defined area. Can you report to a property manager or an owner of rental housing?

Yes. A lot of the housing here and on the surrounding farmland is rented, including agricultural worker housing, and owners of pre-1978 rental property carry obligations that ordinary owner-occupants do not. My house is from 1905. Does it even have asbestos?

Very possibly, but not from 1905. Houses of that age were built before asbestos products were common in residential construction, so anything present came in through later work: a re-roof, cement siding over the original wood, tile over the board floor, insulation added with a heating upgrade, joint compound from a remodel. That is why the survey has to follow the additions rather than the build date, and why a nineteenth century house can produce more sample points than a house half its age.
