Glendale has about 77,783 housing units and 19.9 percent of them date to 1939 or earlier, the single largest decade block in the city. Add 9.1 percent from the 1940s and 12.7 percent from the 1950s and 41.7 percent of the housing here predates 1960. That pre-1960 share is the highest-probability category for asbestos plaster systems, textured coatings, cement pipe and panels, boiler and pipe lagging in central-plant apartment buildings, linoleum and floor tile, and roofing felt.

Detached houses account for only 32.2 percent of units, roughly 41.6 percent of the stock is apartment buildings of five units and up, and 66.5 percent of occupied units are rented, so most renovation happens with people living on the other side of the wall. Five historic districts, and the original sashes are still hanging
Glendale keeps a register of historic resources and five designated districts. Rossmoyne is the largest, 503 houses in Spanish Colonial Revival, Tudor Revival and French styles built mostly between 1923 and 1950. Ard Eevin Highlands holds 87 homes from the 1920s to 1940s in Cumberland Heights. Royal Boulevard has 30 houses mostly built 1927 to 1948, Brockmont Park has 58 on John C. Brockman's former estate, and Cottage Grove is 14 Tudor Revival cottages around an 1901 farmhouse.
Historic review is what makes these properties a lead question rather than a lead footnote. Preservation standards keep original wood windows, double-hung sashes, porch rails and painted trim in service instead of allowing replacement, and those are the friction and impact surfaces that generate dust in ordinary daily use. A rehab on a Rossmoyne house is therefore more likely to involve stripping and repainting original components than swapping them out, which is the higher-exposure path and the one that needs the paint characterised first.
South Glendale is an apartment city
The older single-family ring sits around a dense core of 1950s to 1980s stucco apartment buildings through South Glendale. Low-slope roofing, parking tucked under the first floor and plumbing stacks shared between units are standard in that type, and the buildings are now old enough that the stacks and the roofs reach the end of their service lives together. A single failure moves through several apartments because the pipe is common to all of them.
With 66.5 percent renter occupancy, renovation work happens around tenants rather than in empty buildings, which raises the stakes on containment considerably. Federal rules on renovation, repair and painting also reach pre-1978 rental units as a matter of routine, along with the disclosure a landlord owes. Sampling a specific unit before the crew arrives turns a general obligation into a defined scope of work, and it gives a manager something to show the tenant who asks what is happening behind the plastic.
Water concentrates here by design
The Verdugo Wash drains the Verdugo Mountains straight through the middle of the city. The Works Progress Administration channelized it between 1935 and 1937 under Army Corps supervision and built ten bridges across it, and the Los Angeles River runs along the Glendale Narrows on the western edge. Annual precipitation averages around 21 inches and falls almost entirely in winter, so storm flow arrives concentrated rather than spread out. Hillside neighborhoods below the Verdugos and the San Rafael Hills take runoff and debris off steep ground, and that gets worse in the seasons after a fire on those slopes.
Summer works in the other direction. A city that recorded 115 degrees on September 6, 2020 runs its air conditioning for months at a stretch, and long compressor hours produce condensate at pans and sweating on duct runs above ceilings nobody opens. Pre-1940 houses on original plumbing with unsealed crawlspaces add the slow version of the same problem. None of this announces itself, which is why the finding usually sits a long way from the room where somebody first noticed a smell.
Fire on the ridges, shaking underneath
The Station Fire ignited on August 26, 2009 in the Angeles National Forest and burned through October 16 across 160,577 acres, the largest wildfire in the modern history of Los Angeles County by burn area. It threatened Glendale along with La Canada Flintridge, Pasadena, La Crescenta and Altadena. Eight years later the La Tuna Fire forced mandatory evacuations in September 2017 covering roughly 250 Glendale homes. Neither event needed to reach a house to leave ash on it and soot inside it.
Earthquakes are the quieter contributor. The 1971 San Fernando earthquake left 31 Glendale structures damaged badly enough to require demolition and collapsed chimneys across the city. The 1994 Northridge earthquake, centered about 18 miles away, damaged a public parking structure and parts of the Glendale Galleria structures and exterior columns. Movement of that kind opens envelope joints, cracks flashing and separates plumbing connections in buildings that pass a visual inspection afterwards, and the resulting leaks turn up years later as concealed growth with no obvious cause.

Which rules apply in Glendale
Glendale is inside the South Coast Air Quality Management District, which puts asbestos demolition and renovation under Rule 1403. The postmark on the notice has to land 10 work days ahead of the demolition start. Rule 1403 separately calls for a survey report bearing an asbestos consultant's signature in advance of demolition or renovation, and no structure comes down until the asbestos is out of it. Renovation counts, which is the clause that catches historic rehab work.
The 14 day claim that appears in so many consultant summaries deserves a plain correction. Fourteen calendar days is the point below which a Special Handling Fee attaches to a notification. It has nothing to do with how far ahead the notice is required. Ten work days is the requirement, and the fee threshold has been misquoted as the deadline for years.
Glendale operates as a full-service city with its own building permits, plan check, inspections, fire department and municipal utility, so a project team can complete the entire city process without ever contacting the air district. That is a trap on demolition work. The city counter and South Coast AQMD are separate approvals on separate clocks, and clearing one says nothing about the other. Properties on the Glendale Register or inside the five historic districts also carry historic-resource review, which runs alongside both.
Contractors who also work west of the county line should not assume the requirements carry over. Over there, Rule 62.7 under the Ventura County district starts its notification trigger at 100 square feet of asbestos containing material, and it lets small residential buildings of four units and under skip the waiting period entirely. What does an assessment cost?

How long from the call to the report?
A house or a single unit is generally under an hour of field time, with standard laboratory results the next business day. Multi-unit buildings take longer in the field because entry has to be arranged unit by unit and tenants require notice, so occupancy sets the pace rather than the laboratory. Where a fixed date already exists, whether that is a permit, a build start or a claim cut-off, say so early and expedited analysis goes into the plan instead of being chased later.
What notification does the air district require?
Under Rule 1403, the notice needs a postmark 10 work days out from the demolition start, and a consultant-signed survey has to exist before either demolition or renovation. Asbestos leaves the building first. Ignore the 14 day number in circulation. File inside 14 calendar days and a Special Handling Fee attaches, which is a charge rather than a cut-off, and the two get confused constantly.
Our house is in a historic district. Does that change the testing?
It changes what happens after the testing more than the testing itself. Historic review encourages retaining original windows, sashes, rails and trim rather than replacing them, so the likely work is stripping, repairing and repainting components coated during the highest-lead decades. Knowing which specific surfaces carry lead lets the contractor plan containment and work practices around them and lets you keep the original fabric, which is usually the point of owning in Rossmoyne or Royal Boulevard in the first place.
Water is coming through into two apartments right now.
Call before anyone opens the ceiling. Shared stacks in the South Glendale buildings mean the source is often a floor above the complaint, and cutting wet plaster or old flooring in a pre-1960 building is exactly the act that puts fibers into air the tenants are breathing. Same-day attendance is often available. Sampling normally fits in ahead of the drying equipment, and the record it produces is worth having when the claim gets examined.
