Environmental Testing in Silver Strand
Silver Strand is boxed in on four sides: the Channel Islands Harbor mouth to the north, the Port of Hueneme ocean entrance to the south, the Pacific to the west and Naval Base Ventura County along the whole eastern edge. Nothing gets built here except on a lot that already has a house on it.

The tract was mapped in 1925 during the Hollywood Beach subdivision push and was spelled Silverstrand, one word. What went up on those lots came mostly after the Second World War: single-family beach houses, a few multi-family buildings, newer places directly on the sand, and two small commercial strips along Roosevelt Boulevard.

The census does not count Silver Strand
There is no separate population figure for this neighborhood. The Census Bureau folds it into the Channel Islands Beach CDP along with Hollywood Beach and Hollywood by the Sea, and that combined place recorded 2,870 residents and 1,905 housing units in 2020.
Anyone quoting a median build year for Silver Strand alone is inventing it, because the data does not exist at this geography. What is documented is the 1925 map and the post-war single-family buildout, which puts the stock inside the asbestos era and ahead of the 1978 lead ban.
Every job here is a remodel, an addition or a teardown
With harbour water at both ends, ocean in front and federal property behind, there is nowhere to expand outward. Construction activity is almost entirely renovation, addition and demolish-and-rebuild on the small lots the 1925 map laid out.
Those are the activities survey and notification obligations attach to. Decades of remodelling also leave layered materials: original vinyl-asbestos tile and mastic under later floors, textured ceilings, joint compound in walls patched repeatedly, and cement-asbestos siding covered rather than removed.
The beach in front of the houses is engineered
In 1970 the La Jenelle, a 500-foot former ocean liner built in 1931, dragged her anchors in a northwest gale and grounded on Silver Strand Beach. The Navy dismantled the ship and built the wreckage into the breakwater at the south end, now La Jenelle Park.
Managed shoreline is not the same as safe shoreline. Through the El Nino winter of 2023 and 2024, about three miles of protective sand berms went up along the developed beaches of Ventura and Oxnard and stayed until the week of March 4, 2024. The buildings that cause trouble afterwards are the ones dried fast and reoccupied.
Wind closes off the paths a beach house dries through
Blown sand packs into weep screeds, attic vents and crawlspace vents. Those openings are how an assembly sheds moisture, and once blocked the drying stops while the wetting carries on. Salt works on flashings, fasteners and coil surfaces at the same time.
Underneath is sand over a perched water table only slightly above sea level, so crawlspace soil beneath an older cottage stays damp in any season. Concealed growth on this strip is usually older than whatever event prompted the call.

Exterior products on a short replacement cycle
Salt drives roofs, siding and ducting to be replaced far sooner than inland, and cement-asbestos siding, roofing and transite duct are common in this vintage. Every replacement is a disturbance event.
Coatings on an unsheltered ocean frontage
A mile of open beach with nothing in front of it means spray, sand and ultraviolet load work on paint continuously. Pre-1978 coatings fail early and the chips end up in sand people walk through.
Crawlspaces over wet sand
Older cottages sit above soil that stays damp because the water table does, and blocked vents remove the only drying path. Post-storm houses dried in a hurry are the other recurring call.
Sand and salt inside the ductwork
Duct runs and air handlers here collect fine sand and corrode at every joint and coil. When occupants report symptoms in a house with nothing visibly wrong, the mechanical system is usually the answer.
Offshore wind days
Sea air keeps this strip clean most of the year. Reverse the flow and smoke from the inland canyons crosses the plain and settles here, inside buildings that were never near a flame front.
A rebuild with neighbours twenty feet away
Demolition on a 1925 lot needs the survey before the permit and licensed removal before the machine arrives, with containment that holds on a dense street served by one road. We document it for the owner and never bid the removal.

Which rules apply in Silver Strand
Silver Strand is unincorporated Ventura County. It sits between Oxnard and Port Hueneme and belongs to neither, so permits come from Ventura County Building and Safety, and the coastal zone brings in the county Local Coastal Program, which can add a coastal development permit.
Asbestos work falls under Ventura County APCD Rule 62.7, not South Coast AQMD Rule 1403, which governs Los Angeles County. Written notification goes to the district at least 10 working days before work starts once 100 or more square feet of asbestos containing material is coming out.
A residential building of four units or fewer is exempt from that waiting period, though notification is still required, and an owner-occupant working personally on a single-unit dwelling is outside the rule. The survey. A structure has to be surveyed for asbestos before a demolition permit is issued, and anything found has to come out by a licensed abatement contractor first. On this street the sequence also protects the neighbours, because the houses are close together.
The house took storm water. What happens before the drying crew opens walls?
Sampling. Wet flooring, ceiling texture and taping compound from this era release fibers as soon as they are cut, and a demolition performed by a drying crew is still a demolition. Call the same day. We map the wet material and document the extent.
Can you report to an owner who lives elsewhere, or to a property manager?
Regularly. Much of the housing here is second homes and rentals run from somewhere else, so the report has to stand on its own. Ours carries sample locations, laboratory data and chain of custody.
Do you remove the asbestos or mold as well?
No. Testing is all we do. On a project that needs it we act as the owner's representative while an abatement contractor works, and we document the clearance, but the removal contract never comes to us.
