Nearly four fifths went up between 1970 and 1999, 14.7 percent between 1940 and 1969, 1.8 percent in 1939 or earlier, and only 5.7 percent since 2000. The freeway is what dated this city

The area was ranch and grazing land, named for Pierre Agoure, a Basque-French sheep herder who settled here in 1871. Residents adopted a shortened and misspelled version of his name in 1927 to secure a post office. Growth did not follow until the Ventura Freeway was cut through in the late 1960s, and incorporation waited until December 8, 1982, making this the 83rd city in Los Angeles County. The freeway still divides the community into northern and southern halves.

The two halves are different building stock. Old Agoura, on the north side, keeps the earlier settler and estate homes and a rural, equestrian character, and that is where the pre-1970 housing is concentrated along with the Historic Quarter. Those properties carry the heavier early materials: asbestos-cement siding and roofing, plaster and joint compound, and insulation on pipe runs and furnaces. The tract and townhome neighborhoods that arrived with and after the freeway carry the later list instead, mostly sprayed acoustic ceiling texture, vinyl-asbestos tile with mastic, and duct components.

The year built decides the entire scope

Very few cities have their housing packed this tightly into one band, and fewer still have that band sitting on top of a regulatory cutoff. With asbestos materials in general use to about 1990, the 1970s and 1980s portion of the local stock is squarely inside the window and the 1990s portion generally is not. Nothing about the exterior tells you which one you own.

Lead splits along the same line but earlier. About one home in six here predates 1970, and the oldest of it, the 1.8 percent built in 1939 or earlier, falls in the period when lead concentrations in paint were highest. Anything built after 1978 sits outside the federal renovation presumption entirely. Since this is a market with a long-tenured population and a heavy remodeling cycle, the realistic exposure route is dust from sanding, scraping and demolition rather than paint left to fail.

The city keeps its own building department

Agoura Hills runs its Building and Safety Division out of the Community Development Department at 30001 Ladyface Court, reachable at (818) 597-7300, Monday through Friday from 7:00 a.m. to 5:00 p.m. with an early close at 4:00 p.m. on Fridays. The division reviews plans, issues permits and conducts inspections, and applications are filed through the MGO Connect portal.

That is worth knowing because the arrangement next door is different. Westlake Village contracts its entire building and safety function to Los Angeles County. Two adjacent cities, one air district, two separate permit systems, and a contractor who has just finished a job on the other side of the boundary is filing in a different place this time. About 28 percent of the housing here is attached townhome or apartment construction, which puts a meaningful share of local work into buildings where more than one owner has standing in the outcome.

Canyon air, a creek bottom and a burn scar upslope

The city sits inland in the Santa Monica Mountains, so summers are hot and dry, winters are cool and wet, and the day-to-night temperature swing is sharp. Assemblies dry unevenly and condense at night in attics and wall cavities. Medea Creek runs through the area, Lake Lindero anchors a neighborhood on the west side, and the surrounding canyons funnel cold air and morning fog into low-lying pockets that hold damp long after the rest of the city has dried. Landscape irrigation running against 1970s and 1980s slab-on-grade foundations does the rest, and the original plumbing in those houses is now around fifty years old.

The Woolsey Fire, November 8 to 21, 2018, changed the hillside picture as well. It ignited in Woolsey Canyon on the Santa Susana Field Laboratory property above Simi Valley near the county line, was attributed to faulty Southern California Edison equipment, and burned 96,949 acres across Los Angeles and Ventura counties. Evacuation orders reached parts of Agoura Hills, and the historic Paramount Ranch sets on Medea Creek beside the city were nearly all destroyed. Winter storms since have run off the burn scar in the surrounding mountains, raising debris-flow potential on hillside parcels that had not seen it before.

Which rules apply in Agoura Hills

Agoura Hills is in Los Angeles County, so asbestos demolition and renovation falls under South Coast AQMD Rule 1403. The Ventura County line is only a few miles west, and Rule 62.7 stops at it. That matters because plenty of crews working here spend the rest of their week on the other side, where the threshold, the exemptions and the agency are all different.

Rule 1403 requires an asbestos survey report signed by an asbestos consultant before any demolition or renovation, and all asbestos has to be removed before a structure is demolished. Notification is postmarked 10 work days before demolition starts. For a demolition the district is notified whether or not the survey found asbestos containing material, and copies of the notification and the survey report stay at the worksite for the length of the project.

One figure gets misquoted constantly. Write-ups that state a 14 day notification requirement have picked up a fee threshold by mistake. Filing fewer than 14 calendar days ahead of the start date means a Special Handling Fee applies. The notification requirement itself is the 10 work day postmark, and building a schedule on the wrong one of those is an avoidable mistake.

Permits are a separate matter and they are local. The city's own Building and Safety Division issues them through MGO Connect, unlike Westlake Village next door, which files through Los Angeles County. Lead is separate again, since the federal renovation rules turn on whether the building predates 1978 rather than on anything the air district administers. Lead is the opposite answer: a 1985 house is after the 1978 ban, so the federal renovation rules do not presume lead paint. That split is exactly why the two questions get scoped separately here.

Storm runoff came into the lower level overnight. What now?

Get the water out and the source controlled, then stop before demolition. Runoff off the hillsides carries silt and debris and it soaks materials that need identifying before anyone cuts them, particularly in a house from the 1970s or 1980s. Leave the wet material in place until it has been sampled. Same-day visits are often available here and the sampling normally fits in ahead of the repair without moving anyone's schedule.
