Look at the decade counts and the picture is unusual for this part of Ventura County: 247 units from the 1960s, 1,387 from the 1970s, 2,058 from the 1980s, 1,307 from the 1990s. Then it stops. Six units were added between 2010 and 2019 and none since 2020. Every building in this community is at least fifteen years old and most are past thirty-five.
Owners here tend to assume an eighties house is clean. On lead they are usually right. On asbestos they are frequently wrong, because asbestos was never comprehensively banned in building products and 1980s Southern California work still turns it up in floor tile and mastic, joint compound, roofing materials and cement board. An eighties community is not an asbestos-free community
Oak Park began on former ranchland once owned by Jim and Marian Jordan. The first 600 dwelling units went up in the mid-1960s, and when development pushed into the Simi Hills late in that decade a single road from Agoura Hills in Los Angeles County was the only way in. Buildout ran through the 1970s and 1980s and then effectively finished after 2009. The result is a community built almost entirely inside a forty-year stretch, with 2,058 of its units, roughly 38 percent, dating from the 1980s alone.
That decade is the one people underestimate. Late-era construction reduces the odds on some materials and eliminates none of them, and a house from 1984 can still have vinyl tile, mastic, joint compound and cement products worth sampling before a remodel. The 1,680 units from the 1960s and 1970s carry the higher-probability items on top of that, including sprayed acoustic ceiling texture and duct wrap. Construction year narrows the list of what to check. It has never told anyone what a material actually contains.
No city hall, and a county line at the edge of the map
Oak Park is the largest unincorporated community in Ventura County. Residents have declined to incorporate and have also rejected annexation into Thousand Oaks, so there is no municipal building department. Permits for building, alteration and demolition come from the Ventura County Resource Management Agency, Building and Safety Division, which also performs the inspections, and land use runs through the county's Oak Park Area Plan, adopted September 2020 as part of the Ventura County 2040 General Plan.
The second jurisdictional fact matters more. Oak Park borders Agoura Hills, and that border is the Ventura and Los Angeles county line. Cross it and asbestos work falls under South Coast AQMD Rule 1403 instead of Ventura County APCD Rule 62.7. Different district, different form, different requirements. Contractors who work both sides of Kanan Road every week are the ones most likely to file with the agency they used on their last job rather than the one that governs this address.
Built into the Simi Hills with two creeks through the middle
Elevations across the community's 5.29 square miles run from 960 to 2,157 feet, higher and further inland than the rest of the Conejo Valley, so days are hotter, nights are colder and there is less marine moisture in play. Medea Creek and Lindero Creek both run through here, both tributaries of Malibu Creek, and the Medea Creek corridor cuts straight through the residential core. Parcels along it sit closer to the water table than the hillside lots above them do.
Terrain does most of the work. Houses cut into slopes above 1,000 feet collect slope drainage against foundations and take seepage through retaining walls and below-grade rooms, and lower levels or daylight basements are where that shows first. The 1970s and 1980s stock now carries 35 to 50 year old original supply plumbing along with shower pan and window flashing details that predate current practice. Potable water comes from the Triunfo Water and Sanitation District, which delivers about 2.6 million gallons a day to more than 14,000 people here. Air and surface sampling after a seepage problem usually matters as much as finding the leak, because a below-grade room does not clear itself once it has been wet.
Woolsey burned into Oak Park rather than over it
The fire started in Simi Valley on the afternoon of November 8, 2018 and ran south straight into Oak Park and Agoura before jumping the freeway near Liberty Canyon Road on its way to the coast. The whole community went under mandatory evacuation. Crews concentrated on the Deerhill Road area in northern Oak Park as flames reached streets and houses there, with the National Weather Service Oxnard office recording gusts near 50 miles per hour. By the following day the fire had doubled to 83,275 acres and more than 265,000 people had been ordered out across the region. A major uncontrolled fire had also burned in this area in 1982.
Two kinds of work came out of that, and they are not the same job. Properties that burned are a total loss question. Properties that survived on the same streets are a residue question, and that one is harder, because the house is standing and looks like itself. Smoke moves through attic vents, wall cavities and return ducts and settles on surfaces that never show it. A post-fire assessment tells an owner and a carrier which rooms and materials are genuinely affected, which is the number they will end up arguing about.

A 1985 house that looks too new to test
The most common assumption in this community, and the one that produces surprises during demolition. Vinyl tile, mastic, joint compound, roofing products and cement board from that decade all still need laboratory confirmation before anybody starts cutting.
The original tract and the first hill phases
Only about 1,692 units here predate 1980, concentrated in the mid-1960s tract of roughly 600 homes and the earliest Simi Hills phases. That makes verifying the actual construction date the first step, since most of Oak Park is genuinely past the 1978 ban and a small part of it is not.
A lower level cut into the slope
Slope drainage directed at a foundation, seepage through a retaining wall, a below-grade room that stays damp for a week after a storm. Finding the moisture path matters more than identifying the growth, because the growth returns until the path is closed.
Return ducts in a forty-year-old system
Air handlers and duct runs of that age move whatever has collected in them through every room in the house. Complaints that follow the thermostat rather than a particular room are worth measuring before anyone replaces equipment on a hunch.
A standing house on a street where others burned
Woolsey took structures in northern Oak Park and left neighboring ones intact. The intact ones still hold residue in attics, cavities and ductwork, and the scope of that is a sampling question rather than a visual one.

Which rules apply in Oak Park
Oak Park sits in Ventura County even though its road connection and its nearest city are in Los Angeles County. Asbestos demolition and renovation here is therefore governed by Ventura County APCD Rule 62.7. South Coast AQMD Rule 1403 applies on the Agoura Hills side of the line and not on this one. The two rules are not interchangeable and filing with the wrong district does not satisfy either.
Rule 62.7 is written more broadly than the federal NESHAP standard, and it reaches operations that federal rule left alone. The quantity that triggers it is 100 square feet of asbestos-containing material in the removal. At or above that, written notification has to be postmarked or delivered to the district 10 working days before the start. For demolition specifically, the structure has to be surveyed first and a licensed abatement contractor has to remove the material before the building comes down.
The exception that applies to most Oak Park housing is the residential one. At four units or fewer, the 10 working day waiting period is waived. Notification still goes in before work begins; only the delay disappears. Beyond that, an owner-occupant carrying out work themselves in a single-unit dwelling is not covered by Rule 62.7 at all, although the district still recommends its emission control practices to anyone in that position.

Under Rule 62.7 the trigger is 100 square feet or more of asbestos-containing material, with written notice to the district 10 working days ahead of the start. A residential building of four units or fewer does not have to observe that 10 working day wait, though the notification itself is still required before work begins, and an owner-occupant doing the work personally in a single-unit dwelling falls outside the rule entirely.
The house is from 1986. Is it too new to worry about?
Too new for lead, almost certainly. The residential ban took effect in 1978 and a 1986 build is comfortably past it. Not too new for asbestos. Products containing it stayed legal and stayed in use, and 1980s vinyl flooring, mastic, joint compound, roofing felt and cement board are all materials we still see come back positive. If you are opening floors or ceilings, the sampling is a small cost against the alternative of finding out partway through demolition.
A storm took out a slope and the lower level is wet.
Hillside water is the local version of this problem, and it usually arrives through a retaining wall or a below-grade floor rather than from above. Get the water source identified and the wet materials mapped before anyone starts removing drywall, particularly in a house built before 1990. We can measure moisture, identify the affected assemblies and sample what needs sampling, and we can do it while the drying contractor is still setting up rather than after they have opened everything.

That is a normal file for us. Associations here deal with shared walls, shared roofs and shared drainage, and the argument usually turns on how far a problem extends rather than whether it exists. Does one clean sample cover the whole house?
No. A sample represents the material it came from, in the location it came from, and nothing else. Homogeneous materials get grouped and sampled at the counts the analytical method requires, which is why a survey lists materials rather than rooms. If a report tells you a house is clear on the strength of one or two samples, the report is telling you about its own scope, not about the building.
