Scoping a survey by decade

A pre-1960 house here typically carries more distinct suspect materials than anything later, and each is its own line in the scope: siding sampled separately from roofing felts, felts from the flue, the flue from whatever the floor buildup hides. On the 1960s and 1970s side the list runs shorter but sits in worse places, texture overhead in every room and wrap on runs threading through crawlspaces.

Layering complicates both eras. Remodels here bury materials rather than remove them: vinyl laid over older vinyl, a second roof across the first, ceilings skimmed and repainted rather than scraped. Sampling works down those stacks one layer at a time, because a clean top layer says nothing about what a saw meets below.

The projects that raise the question

With no vacant land in play, every Oak View project alters something standing, and the ones that generate asbestos calls are ordinary: opening a kitchen wall, lifting a bathroom floor, swapping a furnace along with the runs attached to it, stripping a roof that already carries two generations of material. None of those needs a whole-house survey. They need the materials in the work path identified before a tool touches them.

The occasional teardown runs a stricter track. The demolition permit does not issue until a survey is on file, a licensed abatement contractor removes what the survey found, and only then does the structure come down. We produce the survey and the clearance and never the removal in between, so the file reads cleanly at the county counter.

Clearance is the record that outlasts the job

When material comes out, clearance sampling is what converts the abatement from an invoice into a document: a visual pass on the work area, air samples read by the laboratory, a written result from a firm with no hand in the removal. Houses in this community stay in families for decades, which means the clearance letter gets read years later by a buyer's inspector who was never there.
